Support
Local Based Forests and Land Uses Management under Clear Right of the Land
Forest management, customary land-right mapping, REDD+, KPH, conservation district, conflict resolution mechanism and spatial planning are the main scope of
projects entry points Samdhana is dealing with in Papua in distributing small
and medium grants, providing technical assistance, documenting partners lessons
learned and channeling them towards potential support. Since 2008 the works have been involving NGOs, Universities, Low carbon task force, local community, practitioners and government body. The overall program of Samdhana and partners have also effectively
been conducting with the engagement of some specific government institutions and
two Customary Community Groups that collaborated on issues of REDD+
preparedness, KPH and CBFM – even though they did not receive funding support from
Samdhana.
Samdhana vision in Papua is “customary community of
Papua is sovereign to their land and natural resources and they can derive high
sustainable benefit from it”. Long term objective samdhana in Papua “to enhance
capacities of customary community groups and Papuan civil society organizations
in effectively secure right and enhance livelihood whilst maintaining the
natural diversity”. Based on experience to date and analysis of
opportunities to influence change, the 5 year goals of Samdhana’s work in Papua
are described below. They can be abbreviated to ‘alignment’, ‘recognition’, and
‘management’:
To realize above objectives some approaches been using to works with partners they are: (a) Mapping, : social, technical and legal recognition, (b) Conflict resolution: develop arbitration mechanism of land and forest conflict using customary boundary mapping as resolution tool. (c) Stakeholder engagement: Support multi-stakeholder communication forum to enhance the successful implementation of FPIC – participatory decision making process. (d) Community based forest management (CBFM) – forest management, institution and small timber business. (e) Spatial planning: Forest function regulation, pattern and structure of space. (f) Encourage national and sub-nation policy: scaling up priority issue and active communication with national and sub-national policy makers, and (g) capacity building. This approaches are implemented on specific locus of works they area: (1) KPH (Forest Management Unit) Support the development of detail management plan for official forest management unit, making sure that it has accommodated customary land/forest maps. Work with the KPH management team to provide opportunities and procedures for communities with customary rights in the area to get legal licenses for their forestry businesses. (2) REDD/Climate Change:Working closely with the Provincial Task Force for Low Carbon Economic Development (LCD – TF) in Papua and Papua Barat Provinces. Supporting the implementation of provincial strategy and action plan for REDD+ and the Provincial Greenhouse Gas Emissions Reduction plan. (3) Eco-Forestry (IUPHHK-MHA, Village Forests and Partnership on KPH area) : Develop a model of community, government and private partnership in sustainable forests and land use management. To secure legal basis for CBFM, support community empowerment and develop good community forest management and business plans and implementation capacity. Learn from past benefit sharing experience and develop a mechanism that ensures the community will have equitable and sustainable benefits from their forestry business. And (4) Provincial special regulation under Papua Special Autonomy Law: push for the implementation of this regulation, using the results of mapping and conflict resolution (abovbe) as a test case to demonstrate its value. Advocate awareness raising and wider application of the regulation at District and Provincial scale.
The maps bellow in summary provide a picture of Samdhana intervention sites. In each sites Samdhana has local partners as a grantee who take a role as project implementer. As follow the matrix bellow in summary presenting the update of Samdhana grantees since 2009.
- Legal recognition of the customary land and resource rights of Indigenous Papuans (RECOGNITION)
- Integrating formal systems with local systems for forest resources management, ensuring that community land rights are recognized and clarified are addressing hand in hand with natural resources management policy by state and their legally participation is acknowledged (ALIGNMENT)
- Working with partners on the examples of natural resources management in Papua which are legal, sustainable and contribute to improving the livelihoods of beneficiaries (MANAGEMENT)
