Aya Mbefo – Penjaga Burung Chendrawasih di Kampung Iwin, Tambrauw

‘’bahhhh… bahaa… bahhh babaaaa… ha ha ha ha” suara dan gerakan isyarat penuh semangat dicampur tawa keluar dari lelaki muda yang ternyata seoarng difable bisu dan tuli ini. Dengan gaya khas seorang difable tuli-bisu dia menceritakan kepada saya tempat bermain burung cendrawasih serta berusaha menjelaskan banyaknya jumlah, jenis burung-burung ditempat itu dan menginformasikan kapan waktu terbaik kita mengunjungi tempat itu.

Di ujung pertemuan sore itu dia menganguk sambil menunjukkan thumb (ibu jarinya) tanda setuju akan menemani kami di pagi hari melihat Burung Chendrawasih. ‘Deal?”….. Kami berjabat tangan tanda bersepakat dengan semua pengaturan untuk pengamatan Burung Chendrawasih di kampung iwin dengan tour guide kami seorang difable – tuli dan bisu. Ini akan menjadi pengalaman pertama saya yang menarik.

Lelaki muda difable ini bernama Septinus Bofra. Bofra merupakan salah satu marga asli di Suku Miyah yang mendiami kampung Iwin dan Fef di Kabupaten Tambrauw. Lokasi tempat pengamatan Burung Cendrawasih yang hendak kami kunjungi juga berada di kampung Iwin, Distrik (Kecamatan) Fef Kabupaten Tambrauw yang merupakan bagian dari tanah adat Marga Bofra.

Sehari-hari masyarakat di Fef, Iwin dan kampung-kampung sekitar memanggilnya dengan nama ‘Aya Mbefo’. Aya Mbefo merupakan panggilan yang awalnya diberikan oleh sang Kakek untuk mengenang kejadian banjir yang melanda dusun mereka dan hampir menenggelamkan Septinus yang waktu itu masih berusia belum genap 2 tahun. Aya Mbefo dalam Bahasa Suku Miyah berarti ‘air sampai disini’. Akibat kejadian ini air sampai masuk ke telinga dan rongga mulut Septinus dan merusak pita suara dan gendang telinganya. Kejadian ini yang diyakini menjadi penyebab Septinus tidak dapat mendengar dan berbicara.

Perjumpaan dengan Septinus sebenarnya tidak kami rencanakan, karena yang kami cari diawal adalah Albert Bofra; Abang (Kakak) dari Septinus. Albert sudah lama kami kenal sebagai tour guide pengamatan Burung chendrawasih di sekitaran Distrik Fef. Namun, karena Albert sedang berada di Kota Sorong dan tanpa disengaja kami bertemu Septinus di warung kopi sehingga pengalaman terbaik ini datang dengan komunikasi-komunikasi bahasa isyarat Ala Septinus.

Perjalanan ke lokasi pengamatan Burung chendrawasih hanya berjarak 15 menit menggunakan mobil dari Fef, Ibu Kota Kabupaten Tambrauw. Lokasi pengamatan yang sangat dekat dengan jalan ini menjadi potensi tersendiri karena tidak butuh upaya extra untuk mencapainya. Namum ancaman perburuan liar juga dirasa sangat mungkin terjadi apabila proteksi dan pengamanan wilayah tempat bermain burung chendrawasih ini tidak dilakukan dengan benar. Marga Bofra sebagai pemilik hak ulayat sepertinya telah bersepakat untuk mempertahankan wilayah ini sebagai zona lindung adat untuk melindungi tempat bermainnya burung chendrawasih.

Dengan gerak khas seorang tuli-bisu Aya Mbefo menunjukkan isyarat larangan penebangan pohon dan penggunaan senjata api di tempat main Burung Chendrawasih. Dia juga menunjukkan warna pada baju-nya dan baju kami untuk menjelaskan beberapa jenis Burung chendrawasih lain dengan berbagai warna yang bisa dijumpai disekitar hutan ini. Saya pun belajar dari Pak Viktor Tawer – staff Dinas Lingkungan Hidup Kabupaten Tambrauw yang ikut dalam trip ini bahwa Aya Mbefo adalah seorong yang pandai berburu dan sangat paham hutan-hutan sekitar iwin yang menjadi wilayah jelajahnya. Yang cukup mengagumkan adalah pada saat berburu Aya Mbefo dibantu anjing yang lebih dulu mengejar buruan dan dia tempat dimana anjing itu berada hanya dengan menaruh telinga tangannya ke tanah ---

Hhmmmmnnn.. jadi dia bisa mendengar? Ternyata tidak, interaksi Aya Mbefo dengan anjing buruan sejak kecil mengasah skill indraperasa getaran yang sangat tajam – hanya dengan menaruh telinganya ke tanah. Sungguh hebat.

Di akhir perjalanan kami, Aya Mbefo berpesan agar tolong bantu dia dan komunitas adat Marga Bofra melindungi hutan ini. Dia sangat senang apabila lebih banyak orang (wisatawan) yang dapat dia temani berkunjung ke tempat dia menikmati chendrawasih.

No Conservation Without Recognition the Rights and Role of IPs in Tambrauw


IPs and Conservation

In March 2016, Strong voices came up in Out meeting from Mr. Ignasius Baru, the leader of Miyah tribe in the meeting of Two district regulation draft about customary right recognition and conservation district development. He said "community not understanding what conservation is. If what the government meant with conservation is just to say no for community to access on their resources in their customary territories, then I would say we the IPs of Tambrauw especially in Miyah tribe refuse the design of Tambrauw as conservation district". Adding to that, Victor Sundoy who is actually works in conservation management body but originally part of Abun tribes community emphasized that "Conservation need to be clearly packages because in facts we have to criminalize community once they want to touch the forests resources such as timber because conservation has say no to open the forests or extracting the resource from it. The fact the Tambrauw is 80% protected and conservation forests are not realistic if we looks from the perspective of how strong is customary community relation with the land and their high dependency on it". Despite of this complain and objection to the conservation most of the community leader who joined the discussion shown their agreement on protecting the potential resources, secret places and preserving exotic animal and ecosystem that they sees as the strength in Tambrauw that cannot found in other places.

So what are the gaps here? If the community are acknowledged the important of protecting some exotic species, landscape and ecosystem and the secret places in their are why they refused conservation that actually having the same meaning? Back to the definition, value and benefit of conservation forests may could leads us to answer the question and curiosity of the community in Tambrauw objection to conservation. As I understand from law no 5 of 1994 about Biodiversity Conservation, conservation is about wises and balance uses of forests to increase people livelihoods and sustainability ecologic function of the forests. It mentioned conservation should is implementing in (1) protecting the exotics landscape, species, ecosystem and function, (2) enriching biodiversity and (3) sustainable uses. Michael Lackwook, the Editor in Big Big of Managing Protected areas (2006) re-emphasized this that conservation or protected areas management are about clearly translating the values and benefits of them to the ecosystem and community. He notes that setting clear objection of management protected areas could reduces competition and claim of benefits to it. Most of the conservationist and socialist are debating about the people presence and existence inside conservation areas which actually the cores issues Tambrauw is facing. Half ways of implementing conservation and lack of management scenarios to maintain values and benefits of conservation seems likes the roots of the problems and has creates miss understanding and miss perception about conservation in the community. Conservation actions and applying freeze regulations with only species and ecosystem oriented while in some part under-counting the balance of social development in related to conservation development that happening in long times has raised the critical objection by the community based on their half conservation understanding.

Exploring more: Budi Riyanto (2005) on his book "Pemberdayaa Masyarakat Sekitar Hutan dalam Perlindungan Kawasan Pelestarian Alam" has scientifically describing the connection of commmunity with nature and forests, he noted that meeting conservation objective is also about facilitating community to take parts in conservation based of the applied law. The new ICCA Groups actuallly has helped us to understand of how strong is Indigenous community with conservation and how their conservation approaches has living for generation and has successfully protects the forests. Recent 2015 study conducted by CIFOR that published in Ecology and Social Journal "http://www.cifor.org/publications/pdf_files/articles/ABoissiere1501.pdf" re-affirming long argumentation that 'no conservation without recognition the right and roles of IPs' and I think this is how conservationist in Tambrauw should learn through. Manuel Boissiere,et all in this CIFOR publication noted that "Natural resource management by local communities can be more effective and cost-efficient for large-scale conservation than government-sanctioned protected areas". The research with title: Unseen sentinel: Local Monitoring and Controlling in Conservation Blind Spots describing how community in up-stream of Mamberamo river has applying best but un-recognized approaches in control and monitor the uses for forests resources. Same as community in Tambrauw the community here in Mamberamo as described by CIFOR also acknowledging conservation and forest zoning that living for centuries.

Conservation District Regulation

Addressing the conservation, social and development issues that government is willing to see is about how balance can be realized, a regulation of conservation is designed. At the same time the government also draft the regulation about customary right recognition. The main of objective of this two regulation are to secure the right of IPs, with their access to managing conservation areas but also providing a legal frame of how official development plan can be implemented within clear arrangement of benefit to the land owners. Facts that de facto claim of right and forests resources and acknoledging sometime the development not applied according the community land uses zoning and management vision has pushing government and parliament to addressing the conservation policy that related to securing right and participation of IPs in the development.

Sepus Fatem, the Natural Resources Management adviser of Tambrauw District on his presentation keeps emphasized that the design of conservation in Tambrauw is not about conserve the way how forests function has been regulated by the ministry of forestry. But this about integrating national forests conservation targets with the community and government access to development. The core of conservation policy in tambrauw is to recognition traditional zoning living in community to be counted as conservation areas or else the regulation is trying to open the banned of access of community to the limited uses based on their needs and then control and monitor the amount to arrange enrichment and big protection targets on species and ecosystem that Tambrauw has. In this cases community with their right and traditional land/forests zoning are the main beneficiaries that government is paying attention on.  


Community Land Right and Traditional Values to Biodiversity Conservation in Tambrauw 

Community argumentation to refusing conservation should be respected since their are stepping from lack of understanding to conservation terminology that basically not coming from their own language and was accumulative of trauma in experiencing how conservation been implementing by conservation NGO/CSO and government units. "No conservation without right recognition and participation of IPs in Tambrauw" should become a basis on the design of regulation, approaches and management plan to managing conservation, official development and social empowering in Tambrauw district.

In 2015, the indicative mapping research conducted by Tambrauw Development partners consortium (WWF, Samdhana, Paradisea and AKA WUON) has recorded basic information and data about customary rights, land uses zoning and conservation approaches living with IPs in Tambrauw. The reports that presenting indicative tribe maps of Miyah and Abun tribes also describing local names and structure of decission making process of areas/forests and natural resources management within Tambrauw IPs. A year before that in 2014, WWF in collaboration with local facilitator from Abun tribe has also mapped and recorded the important places community in Abun is acknowledge. Their distributions that spreads from sea and beaches to the mountain with local names. For example, community in both Abun and Miyah has dividing forests based on the function, the reports noted: wiam ase (local words for virgin forests), Sre (similar to peatland but are widely spread up to the hill), Ruf (low land forests), Ora (active farming/crop land) and Etiam (degraded areas after farming). Beside forest the community also action zoning for hunting, the words Ramen, Rmoy and Fim are describing areas for hunting and places for animals to drink.

Regulation the government is providing together with capacity building and on-sites facilitation for the community to integrating their conservation and land uses management approaches with government land uses and forests management design seems like a basic task to do to meet what they are expecting on conservation development based on customary community land right and participation.

Integrating Land Rights in Conservation: An Opportunity or Challenge for Indonesia?

In Hawaii US, September 3rd Yunus Yumte representing Samdhana Institute and consortium of Indigenous Community Conservation Areas (ICCA) Indonesia speaking in the forum of IPs Rights and Conservation sponsored by the IUCN Commisison on Environmental, Economic and Social Policy (CEESP). Given and updates of currents opportunities and challenges that Indonesia have in addressing the integration management of conservation areas that bring right of IPs as the foundation. Putting the overall contexts Yunus highlight some keys issues, progress and ways forward that Indonesia and all co-partners should do to realize this. 

Indonesia is the island country in tropics that have high potency of natural resources includes biodiversity. For conservation purposes the government has legally pointed 526 conservation areas that extent in almost 26 million all over archipelago with the largest are in Papua with Lorenz National Park that cover 2,2 million ha and extend from alpine zone into coastal in the island of Papua. Within it the strong values and claim of right by IPs or local community has living for centuries in this conservation are. As Indigenous People Alliance of Archipelago (AMAN) indicated that about 2/3 of classified forests areas are overlap with customary right of IPs. They has also calculated that in total there are about 84 million ha are claim as the customary ownership by the community. All these facts and date were presented by Yunus in this IUCN WCC 2016 session. 

Major challenges that conservation development in Indonesia face are to brings in local IPs rights, local wisdom and their values to be counted and integrated as the pole in sites implementation. Question raised by Yunus "do we want to have the freeze conservation approaches based on government regulation to be implemented or make it more locally adapted and socially integrated with the ways community has acknowledging conservation approaches?". Because talking about conservation in official context are more often be refused by the community in forests areas. Some of them the past experience are simply expressing 3 problems: (1) limitation of community access to the forests resources they are depending on, (2) long process administrative arrangement when they request for any public facilitties inside forests areas and (3) in few cases, decriminalization are always shadowing them for access to limited amount specific legally forbidden forests products. Addition to that Yunus shared the examples of how land use and locally classified forests function that living in Indonesis IPs specifically commmunity in Balliem Valley of Papua (see picture bellow). Recently the ICCA Indonesia recorded 14 initiative of conservation management approaches by Indonesia People includes Territorial Management in Menua Sungai Utik, West Borneo of Dayak Iban (local tribes in West Kalimantan). The Dayak Iban community has maps and delineate their territories together with its detail land uses plan and function recognized by the community.


Make about challenges question are positively answer there are several opportunities emerging in Indonesia both at policy level and action on the ground. As presented the emerging and positive momentum in Indonesia as follow: 

  • Constitutional Court Decision No 35 and 45 of 2012 About Adat/Customary Forests. Which clearly emphasized that customary forests are not the state forests and should be managed follow local wisdom and norms that living with the community. 
  • Environmental Law no 32 of 2009 on Strategic Environmental Assessment. Emphasizing the important of holistic social and cultural studies that potentially impacted by the implementation of any specific regulation, program and policy - include forest function designation. The law also secure the role of community and their access to the resources within their rights. 
  • Ministry of Forestry and Environment Regulation No 76 2015 on Zonation Criteria in Conservation Areas. This new established regulation has enable community to integrates the local wisdom and local zoning into the the current stated zones by having tradition zone that collaboratively assessed and delineated. This also provides an option co-management of conservation areas. 
  • Ministry of Land and Spatial Plan Regulation No 10 of 2016 on Communal Rights. And Ministry of Internal Affair Regulation No 52 of 2014 on Procedures for verification of Customary Rights. 
  • Forests Management Unit (KPH) for Conservation Areas and its management authority. Undestanding the difference of local specific forests problem, the government is developing the decentralize forest management that bringing authority of forests management at district and sites level. Establishment of KPH is seeing could bridge the gaps in currents missing action on the ground by have the forests management institution on the ground.
Reflects to the challenges and emerging opportunities, Yunus aware that there are big home works that needs to be done in clearly translating the legal windows above and packaging it on the applicable contexts. Despite is positive impacts, constitutional court ruling no 35/2012 together with others regulation are not yet working well on the ground. To keep these progressive there are several way forward that ICCAs Indonesia is recommended: 

  • Clean and clear land tenure arrangements for local and indigenous/adat peoples in managing the conservation areas. Expanding and applying proper customary boundary mapping, social study and legal designation referring to the existing regulation are the actions that community in collaboration with other keys actor should do. 
  • Integrate official conservation goals with the customary community development strategies using indigenous knowledge. 
  • Engage local institutions in management of the diverse community based conservation goals. FMU, social forestry scheme and other locally forests management format that provided by Indonesia government are the potential space to take the forward action. 
  • Regulate rights and responsibilities of the actors (local communities, local government and central government ministries) in managing natural resources towards conservation goals. Having a co-management protocols and join implementation program that integrated each ointegrather are crucial to reduce the conflict of access and claim right.
  • Bringing more young people involve in locally conservation management activities. Understanding the problem of sustainability of value and conservation codes, bringing more young people to learn, deeply valuing and absorb the conservation mainstream are crucial to maintain the sustainability of integrated conservation management agenda.

Tambrauw Conservation and Customary Right Recognition Drafts Regulation Were Publicly Disccused

About 70 participants representing village leader, customary community groups, district government institution, sub-district chief, resorts police and army commander  joined one full day discussion of two draft of District Regulation about conservation and recognition and protection of customary rights. This two draft are part of the initiative regulation that the parliament of Tambrauw is prioritizing this year to support the political commitment of current Bupati about mainstreaming conservation as the development code and support the protection and recognition customary rights in Tambrauw. On his opening remarks the Bupati of Tambrauw pointed out the real development challenge in Tambrauw is how to put in balance the interests and targets on spatial development, regional and community economic growth, protection the rights of people and sustainable environment. This to regulation are part of his commitment to realize that. Gradually the government and all stakeholders are actualization their commitment on (1) non massive destructive investment such as mining and oilpalm and (2) develop the green investment pilots such as micro hydro for electricity and (3) supports the customary meeting in each sub-districts.

Moderated by the legislative division head in the Tambrauw Parliament Mr. Petrus Yewen the discussion was went well and robust with active comments, inputs, correction and suggestion from the audiences. One keys messages on his speech was "Mainstreaming conservation to realize the objective of protection the forests covers and it natural function is by integrating 'frezzz" academic conservation mainstream into more dynamic and local specific to makes community have a legal certainty to be the main conservation action to their 1,2 million ha of forests and land". Four resources people were includes: Nonette Royo - the Executive Director of Samdhana Institute shared the core thinking of rights recognition and appreciation to the Bupati of Tambrauw, Yunus Yumte showed the indicative mapping results, Yance Arizona from Epistema Institute presented the substance of customary rights recognition regulation draft and Jhony Marwa from Papua State University shared the substance of conservation regulation draft. 

In summary there were 4 points comes up during the review and discussion: 
  1. There are remaining a lot of missing substantial information and data about clans, tribes and family and how their autonomy of rights and decision making are works. Which of the customary structure are holding the basic authority in lands usage? Both facilitator and community representative agreed sharpening the academic script of the regulation that appropriately legally regulate the rights and its elements are the next steps after the discussion. 
  2. Positioning the core intention on recognize, designates and governance among customary knowledge with the official government regulation are crucial to enable conservation and rights recognition pathways could works in the on going development platform be understood and implemented by all the actor  in Tambrauw. 
  3. Reviewing and re-analyzing the substance of conservation regulation drafts that mentioning the legal binding and criminal sanction should be undertaken to make sure that the regulation would not banning community for their illegal activities to fulfill their livelihood needs. 
  4. Concrete supports and sharing resources to supports the improvement draft to the finalization process are important to accelerating the public discussion until legal approval. 
Most of the participants were criticized the content of conservation from the perspective of low conflict and accommodate local development needs and livelihood of community. Make sure that Tambrauw with its vision and regulation are not taking the frozen step in interpreting and implementing conservation are crucial to connects the content of local rights, spatial plan and conservation needs. Keys recommendation as next steps were appeared such as: supports the gradual community meeting in each sub-district discussing the rights and development, continues supports to customary boundary mapping and gradual discussion on the substance of legal draft before legally approval are came up at the ending summary of the meeting.

Opini: Mewujudkan Pembangunan Berwawasan Konservasi Yang Konsisten di Provinsi Papua Barat

Bersamaan dengan perayaan ulang tahun ke 16, Pemerintah Provinsi Papua Barat medeklarasikan Papua Barat sebagai Provinsi Konservasi pertama di Indonesia, 19 Oktober 2015 Lalu. Provinsi Konservasi merupakan inisiatif Gubernur Papua Barat, Abraham O. Atururi yang dimaksudkan untuk melindungi dan mengelola sumber daya alam secara berkelanjutan sebagai modal dasar pembangunan untuk kesejahteraan masyarakat Papua Barat. Pencanangan Provinsi Papua Barat sebagai Provinsi Konservasi ini merupakan yang pertama di Indonesia bahkan di dunia (www.wwf.or.id). Secara politis ini menjadi momentum penting provinsi Papua Barat bersama dengan semua pihak untuk mengimplementasikan pembangunan dalam rangka pertumbuhan ekonomi-pembangunan yang positif dengan dampak kerusakan lingkungan yang minim. 





Bagi beberapa pihak, kebijakan ini dinilai kontraproduksi dengan kebijakan, rencana, program dan arah pembangunan ruang yang sudah dibangun pemeritah Provinsi Papua Barat dimana paket rencana, program dan kebijakan tersebut cenderung menempatkan ekstraksi sumber daya alam sebagai pilar utama pertumbuhan pembangunan. Tata Ruang (RTRWP Papua Barat 2014 - 2034) misalnya menempatkan 2.5 juta ha dari 9 juta ha hutan di Papua Barat sebagai areal yang dapat dikonversi untuk peruntukan non kehutanan. Dimana sekitar 100 - 300 ribu ha diantaranya diusulkan untuk diturunkan dari fungsi konservasi di Provinsi Papua Barat untuk menjadi peruntukan lain dan kawasan fungsi konversi. Kawasan konservasi di Papua Barat sendiri berdasarkan tata ruang, tercatat sekitar 2 jutaan ha yang mencakup lebih dari 25 kawasan dengan fungsi konservasi (Taman Nasional, SM, CA, TWA). Keseluruhan kawasan konservasi ini sendiri belum dikelola dengan baik untuk memunculkan nilai manfaat sosial ekonomi bagi masyarakat dan daerah, bahkan cenderung memposisikan masyarakat pada korban hukum sebagai akibat penegakan terhadap pelanggaran hukum kehutanan. Overlap batas ijin dan alokasi peruntukan kawasan hutan dan lahan untuk kebutuhan investasi sektor kehutanan dan lahan memberikan informasi bagaimana tata kelola hutan dan lahan di Papua Barat masih jauh dari layak. Sebagaimana SRAP REDD+ Papua Barat yang menunjukan bahwa dari keseluruhan akumulasi luas konsesi sektor pertanian, pertambangan dan industri pengolahan terhitung total sekitar 14jt ha luas keseluruhan konsesi terebut. Yang berarti dengan luasan provinsi Papua Barat yang menurut tata ruang adalah 10 juta ha maka terdapat 4jt ha kelebihan dan saling overlap satu dengan lain. Dengan perhitungan ini, mungkikah valid untuk mengatakan provinsi Papua Barat secara hukum sudah dimiliki oleh mereka yang memegang konsesi tersebut?



Kebijakan konservasi juga ditantang dengan fakta bahwa 70% PDRB (Papua Barat Dalam Angka 2013) adalah kontribusi sektor ekstraksi sumber daya alam seperti Pertanian, Pertambangan & Penggalian serta Industri Pengolahan (MIGAS). Pusat-pusat pertumbuhan ekonomi hijau dengan optimalisasi potensi jasa lingkungan belum kelihatan arahnya, industry jasa perhotelan, transportasi yang masih bisa diasumsikan merupakan kontribusi dari sektor jasa pariwisata kontribusinya belum mencapai 5% dari PDRB. Pertumbuhan ekonomi sendiri dalam kurun waktu 10 - 20 Tahun kedepan diprediksi masih tetap mengandalkan sumber daya alam sebagai bahan bakarnya, sebagai contoh pelepasan kawasan hutan untuk perkebunan sawit sendiri mengalami peningkatan dalam 5 tahun terakhir, tercatat 6 konsesi perkebunan baru mendapatkan IPK dengan luas mencapai 259ribu ha, sekarang sekitar 150 ribu ha lagi menunggu persetujuan substansi untuk pelepasan kawasan hutan. 


Secara ekologi, kebijakan pembangunan ruang cenderung kontra produktif dan mengabaikan prinsip-prinsip ekologis dan pengamanan kawasan ekologi khusus dan rentan. Penetapan definisi dan delinease serta kebijakan proteksi kawasan-kawasan ini belum kelihatan strategi, aksi dan implementasinya. Bahkan kawasan-kawasan ekologi rentan seperti hutan sagu di Sorong Selatan yang merupakan sumber pangan masyarakat, sistem penyangga DAS dan tata air di sepanjang Kais - Kokoda serta kawasan penyimpanan karbon tertinggi karena kandungan gambut yang besar sekarang sudah di alokasikan untuk investasi industri extractive. Pegunungan carts di Manokwari yang diatasnya hidup beberapa satwa endemik Manokwari sendiri sekarang telah dikorbankan menjadi pabrik semen. 



Pemikiran dan analisis kritis dan logis tentu harus diberikan kepada pemerintah untuk mewujudkan komitmen pembangunan berwawasan konservasi tidak hanya ada ranah kepentingan dan gaung politik untuk menarik simpati publik. Tetapi betul-betul sebuah pewujudan dari mimpi dan semangat yang tulus untuk mencipatkan pembangunan berkelanjutan dengan mengutamakan nilai manfaat sosial dan ekologi bagi daerah, masyarakat adat Papua dan semua pihak. Lantas, hal-hal apa saja yang harus dibangun untuk mewujudkan provinsi konservasi yang konsisten? 

Membangun analisis/kajian sebagai dasar penyusunan kebijakan, rencana dan program harus mampu untuk menunjukan tujuan, target dan dampak perubahan positif dari kondisi saat ini pembangunan ruang di Papua Barat. Setidaknya ada beberapa hal yang harus dipastikan sebagaimana pemikiran-pemikiran berikut:

Tata Kelola Hutan dan Lahan 

Membangun tata kelola ruang yang bermartabat dan bermanfaat adalah proses awal yang harus dibangun daerah. Semrautnya pengaturan ruang yang bisa dilihat dari bagaimana overlap luas perijinan, kepastian penegakan hukum kawasan hutan, pembangunan investasi tanpa kepatuhan pada protokol perijinan sampai dengan pengabaian terhadap hak-hak masyarakat adat merupakan sebagian dari keseluruhan carut-marut tata kelola hutan dan lahan yang harus dibereskan pemerintah sebelum implementasi kebijakan provinsi konservasi. Sorotan pada konsistensi pengamanan dan kepastian ruang pembangunan adalah batasan mutlak yang harus dilakukan oleh pemerintah daerah. 

Pertanyaan-pertanaan teknis tentang berapa luas hutan yang harus dipertahankan tutupan, fungsi dan manfaatnya? Kawasan Ekologi rentan yang harus diproteksi? Ruang-ruang kelola rakyat yang harus dipastikan sampai dengan areal yang diperuntukan untuk investasi hijau pihak ketiga adalah bagian penting yang harus juga bisa dijawab oleh kebijakan konservasi.

Pertumbuhan Ekonomi 

Melihat data dan fakta bahwa sumber utama pendapatan asli daerah saat ini adalah dari sektor extraksi sumber daya alam dan 100% pemegang konsesi adalah pemodal besar non Papua, harusnya dipandang secara negative dari sudut padang pembangunan ekonomi hijau dan kegagalan pemerintah mempersiapan Manusia Papua untuk berdaya saing dan berdaulan secara ekonomi. Mengidentifikasi, mendesain sampai mengimplementasikan paket kebijakan ekonomi hijau dan pro masyarakat adat harus bisa diwujudkan. Arah pembangunan ruang, target-target pertumbuhan ekonomi ekologis harus mampu ditampilkan secepatnya untuk kemudian secara bertahap merubah haluan pembangunan daerah ke ranah pembangunan ekonomi yang berwawasan lingkungan. Menetapkan target-target pertumbuhan ekonomi hijau per periode waktu tertentu yang terukur harus bisa ditampilkan pemerintah daerah.

Nilai Manfaat Sosial

Foker LSM (2009) mencatat bahwa konflik sosial politik di Papua berkorelasi positif dengan pertumbuhan investasi sektor ekstraksi SDA. Nilai manfaat sosial ekonomi yang dirasakan masyarakat adat yang secara de facto memiliki hak atas sumber daya alam di Papua sangat minim dibandingkan dengan dampak negative yang ditimbulkan. Pembangunan sumber daya manusia juga tidak berjalan optimal di wilayah-wilayah yang menjadi sentra ekstraksi sumber daya alam. Sehingga memikirkan dan membangun kebijakan pembangunan ruang yang menempatkan nilai manfaat sosial ekonomi bagi masyarakat sebagai satu indikator capaian utama adalah penting dilakukan pemerintah. Menghadirkan kebijakan, institusi, instrument dan program yang secara khusus menjawab kebutuhan ini adalah langkah penting yang harus dilakukan oleh pemerintah daerah dalam pembangunan berwawasan konservasi.

Dari 10 Kabupaten dan 1 Kota di Provinsi Papua Barat, terdapat 1,472 kampung yang 80%nya berada dalam kawasan hutan. Serta 90% sumber penghidupan masyarakatnya bergantung pada pemanfaatan sumber daya hutan dan lahan yang mereka miliki. Sehinga merumuskan kebijakan yang menghormati hak masyarakat adat, menjamin ruang hidup dan menjamin manfaat perlu menjadi perhatian serius pemerintah daerah.

Prinsip-prinsip Konservasi 

Konservasi yang benar adalah konservasi yang memegang 3 prinsip utama, yaitu: (1) perlindungan, (2) penganekaragaman dan (3) pemanfaatan berkelanjutan. Ketiga prinsip ini adalah gambaran dari sebuah pemikiran logis konservasi sosial ekonomi dimana pengamanan sumber daya alam tetap harus bisa mempertimbangkan kebutuhan pertumbuhan ekonomi dan pembangunan manusia di daerah. Menterjemahkan paket program dan aksi implementasi kebijakan konservasi dalam 3 prinsip ini secara seimbang harus dilakukan oleh pemerintah. 

Paradigma dan Budaya Kerja 

Anthony A. Leiserowitz, et All (2006) dalam tulisanya "SUSTAINABILITY VALUES, ATTITUDES, AND BEHAVIORS: A Review of Multinational and Global Trends" memberikan penekanan bahwa pembangunan ekonomi berkelanjutan selalu bisa ditunjukan melalui sikap dan perilaku manusia yang mengerjakannya. Beberapa survey yang dirangkum oleh Anthon, at all menunjukan bahwa perilaku manusia dan budaya kerja mereka selalu dipengruhi oleh cara pandang nilai intrinsik dari alam, pemahaman tentang konsen lingkungan secara global, pengetahun tentang masalah/gap antara perlindungan lingkungan dengan pertubuhan ekonomi, arah kebijakan pemerintah dan perilaku disetiap rumah tangga. Sehingga mainstreaming konservasi sebagai kebutuhan dan pilar pembangunan perlu dilakukan secara kontinyu didaerah untuk memastikan pemahaman menyeluruh, adopsi nilai dan prinsip konservasi yang terukur dalam setiap capaian program Pembangunan di daerah. Budaya kerja dan semangat kerja pastinya adalah faktor lain yang mempengaruhi produktifitas implementasi pekerjaan di setiap unit kerja pemerintah. Gerakan Ayo Kerja yang dicanangkan pemerintah harus dilihat dari aspek kuantitas dan kualitas manfaat pekerjaan yang dikerjakan dari semua pihak dipemerintahan dan juga dibagikan kepada semua masyarakat. Pendikan dan penyadaran publik dalam merubah paradigma melihat nilai penting alam dan lingkungannya menjadi rangkai proses yang terus dibangun, Karena keberlanjutan adalah mengenai merubah sikap dan perilaku individu.

Kemitraan Kerja 

Membangun iklim partisipasi yang sehat adalah proses awal menuju pertumbuhan pembangunan yang baik. Ptorkol, instrument dan jaminan kerja kemitraan antara semua pihak harus bisa diwujudkan untuk menjawab realisasi pembangunan konservasi yang diharapkan dan konsisten. Konsep-konsep kemitraan pemerintah - masyarakat - swasta dan lembaga non profit (LSM) harus bisa didiskusikan dan disepakati untuk dilaksanakan. Kontribusi mitra pemerintah sangat signifikan untuk membantu pemerintah melengkapi bagian-bagian yang belum mampu dilaksanakan pemerintah secara optimal. Kemitraan yang efektif juga merupakan bagian awal dari komitmen pemerintah untuk ikut memberikan kesempatan kepada publik untuk ikut memonitor dan mengontrol pelaksanakan kebijakan ruang yang disusun pemerintah.  


Pemerintah Provinsi Papua Barat betul-betul ditantang untuk mewujudkan komitmen politik yang sudah disampaikan menjadi program yang jelas, menyeluruh, terbuka berdasarkan asas manfaat dan bisa opersional sesuai dengan kebutuhan pembangunan daerah dan pertumbuhan ekonomi masyarakat dan bukan untuk kepenting tertentu lainnya. Proses perlu terus dibangun untuk kemudian keluar dari kritik besar yang terus booming di Media social seperti facebook yang menyebutkan bahwa kebijakan provinsi Konservasi di Papua Barat ada diantara komitmen politik yang tidak realistis karena dan kajian akademis yang tidak komprehensif.
