Feel the Fresh and Clear Water of "Kali" Sembra in South Sorong, West Papua


"Tanah Papua, Tanah Yang Indah.. Surga Kecil Jatuh ke Bumi " or in English "Papua is Beautiful Land. A miniature of heaven felt down to the earth" is some part of the emotional Papuan song "Tanah Papua" sang by Edo Kondologit (one of the famous Papuan singer). It is surely came from the fact of natural beauty, clear air, lovely scene and calm for relaxing that the nature is provides in Papua. Mountain, ridge, rivers, beach and sea are enormously rich and beauty. Here is my story about one piece of that beauty I'd captured during my August 2017 trip to South Sorong District of West Papua Province.

Kali Sembra.. Yeah... It is the object i meant. I was here for couple of hours enjoy the fresh water of this river after long three days project discussion. This was my 2nd experienced swim in this river after the 1st try I did in 2008. But for sure the feeling is still same. Sembra has growing become one of the most visited tourism sites in South Sorong. The green, blue, fresh clean water and coloured by the tight primary forests in around the rivers has blessed the river and the visitors with relaxing feeling and panoramas. The current of the river is also calm so it seems friendly for kids.. I found few kids were playing and swimming in the rivers it this trip.

Infrastructure Building

As the new tourism destination, the river seems got special attention from local government. Public facilities and infrastructure are built. There are several bungalows for rests, the rest rooms and a wall by the river for relaxing. Roads are also smooth and easily accessed from the city. The position of the rivers just few meter beside the main roads of South Sorong - Sorong has geographically strategic to attract the people to visit the river.

There is entrance fee charge for the visitor by local guide for Rp 5,000 per person. If you use a car usually they will charge you additional parking fee for Rp. 10,000,- per car. When i asked the guide where this money goes, they said it is for the land owners and for the maintenance of this tourism sites infrastructure. For me these fair prices compare to the beauty of the rivers and its environmental services we are enjoy here.


How to Get Here?

If you are traveling to Sorong - the transit city to visit Raja Ampat, it is just 3 hours by car through the smooth road heading to Teminabuan, South Sorong. The river is located in Srer Village, Seremuk about 3 KM before you reach Teminabuan if the can is coming from Sorong. Administratively this village is part of South Sorong District, West Papua Province.

But of course the price for hire a car is quite expensive for me. It is about 1,5 million rupiah for one trip. There is also regular car that cost you Rp 250,000 per person which means to visit to return trip you need to prepare Rp. 500,000. I usually recommend the visitor to hire the full day car in Sorong, which usually cost about Rp 1,000,000 without the driver or Rp. 1,250,000 include the driver. Usually we have to pay for the fuel to. So if you chose to do this way you just need to prepare at minimum 1,5 million rupiah for one day trip.

Accommodation and Food Nearest to the River

Some people are also though it was a long tired trip with 6 hours driver return trip so more often to looks for the accommodation nearest to the river. Of course as the new growing city, in Teminabuan there are several option of hotel and home stay that you can chose. Says Mratua Hotel, Sengget Home Stay and Hotel Nusantara that located in the central city. The rooms are okay for one night stay.... In this trip I was stayed in Sengget Homestay with cost for Rp. 350,000 per room per night.

Foods prices is also affordable. But be sure you try "Ikan Sembilan" the swamp cat fish and "Kepiting Teminabuan" or mud crab that become the icons of Taminabuan. Fresh vegetable and fruit you can easily find in the local market. Thease are always become my chosen foods when I travel to South Sorong. But be sure you get the place for cook the crab because usually the restaurant here in Teminabuan not serve this local crab in the menu list.

"Dari Hasil Tambang Pasir di Kota Sorog inilah Kami Hidup!"


Kami Menambang Pasir Untuk Hidup

Siang itu kira-kira pukul 13.30 berdiri dengan pakaian kerja yang lengkap Bapak Yance Way menyekop pasir didepan gubuk dan bak pasir yang dia bangun untuk menampung pasir hasil galian di parit samping bak penampungnya. "Dari hasil gali pasir ini saya bisa mendanai 2 anak saya yang kuliah. Satu sudah berhasil selesai dari UKIP Sorong dan sekarang bekerja di Pendamping Kampung, Program Pak Jokowi" begitulah dia memberikan pernyataan bangga tentang berkat dari aktifitas penambangan pasir yang dia lakukan. Disampingnya juga bekerja Mama Frederika Fairyo yang juga bekerja sebagai penambang pasir; "saya menambang pasir untuk biaya sekolah anak-anak saya, salah satunya sekarang sudah semester 7 jurusan Akuntansi keuangan di Potianak, Kalimantan Barat" tambah mama Frederika dari pernyataan Bapa Way.

Ya tepat Kompleks Pahlawan, Kota Sorong, bejejer pasir-pasir yang siap dijual untuk kebutuhan pembangunan di kota sorong. Jumlahnya pun berfariasi per orang ada yang sudah diisi didalam karung, ada juga yang masih dalam bentuk tumpukan-tumpukan yang ditutup dengan terpal.  "pasir halus harga-nya Rp. 25,000/karung sedangkan yang kasar 20,000/karung kita jual setiap hari ini" sebut Bapak Baldus Kambu, salah satu penambang di Pahlawan. Sebagian besar pasir yang mereka jual mereka peroleh dari upaya menggali disekitar rumah mereka masing-masing, dari parit saluran air yang ada disamping taman Makan pahlawan ada juga yang dibeli dari wilayah lain di kota Sorong seperti Malanu apabila musim kering. Pada saat musim hujan beralatkan sekop, gerobak dan karung mereka menggali dan menampung pasir yang ada dijangkauan mereka dan masih didalam wilayah yang menurut mereka pas untuk menambang. Sedangkan pada musim kemarau mereka harus mengeluarkan kocek antara 1 - 1,5 juta rupiah untuk membeli pasir dari wilayah lain. "ya itu yang kami lakukan untuk mendukung kebutuhan hidup dan biaya anak sekolah seperti saya ada 3 cucu yang masih dibangku SMA dan SMP dengan kebutuhan biaya yang besar" terang bapak Baldus Kambu. Dalam sebulan mereka bisa meraih pendapatan antara 2 - 3 juta rupiah.

Aktifitas penambang ini sendiri sebenarnya sudah dilakukan sejak tahun 1960 mulai dengan kebutuhan pembangunan yang meninggkat. Hampir sebagian besar penambang dan mereka yang terlibat adalah orang-orang dari Suku Maybrat yang tinggal disekitar daerah Pahlawan. Jumlahnya pun lumayan banyak, ada sekitar 22 Keluarga yang masing-masing mengolah pasir di tempat ini. Bapak Yance Way dan Bapak Baldus kambu misalnya mereka sudah bekerja menambang pasir dan melakukan transaksi jual beli pasir sejak tahun 1987 sedangkan Mama Atonia mulai menambang sejak tahun 1998.

Aspek Regulasi dan Perhatian Kontrol Lingkungan Tidak Menjadi Perhatian 

"Apakah bapak dan mama membayar retribusi atau pajak atau biaya lain kepada pemerintah untuk pasir yang ditambang ini?" tanya saya memulai explorasi terhadap pemahaman regulasi dan dampak lingkungan dari penambangan. "Tidak, kami tidak membayar biaya-biaya apapun kepada pemerintah. Semua penghasilan kami bersih kami terima untuk kami" jawab mereka bersama. Bahkan pengetahuan tentang siapa unit di pemerintah atau badan pemerintah yang bertanggung jawab mengurusi pertambangan pasir tidak mereka ketahui. "selama ini orang pemerintah datang hanya kasi kami bantuan seperti gerobak, sekop dan payung" Tambah mama Frederika. Tidak ada kontrol, monitoring atau diskusi-diskusi yang dilakukan oleh pemerintah kepada para penambang dan pedagang pasir ini membuat mereka acuh dan merasa persoalan penambangan pasir sama sekali tidak ada aturan yang mengaturnya.

Kepekaan terhadap dampak lingkungan juga belum disadari penting. Orientasi memenuhi kebutuhan keluarga mendorong mereka untuk tetap berpikir bahwa penambangan yang dilakukan konsekuensinya kembali kepada mereka yang menanggungnya. "beberapa kali sudah terjadi longsor atau banjir kecil. Ada pernah sekitar tahun 2010 - 2011 terjadi disini dan Pak RT meminta warga untuk hati-hati tetapi setelah itu kembali baik" jelas seorang mama yang duduk disamping Bapak Baldus Kambu. Sejauh ini belum ada satu badan pemerintah atau non pemerntah yang pernah datang untuk memberikan sosialisasi atau penidikan lingkungan kepada para penambang untuk lebih memperhatikan aspek lingkungan dalam nanambang. Dampak yang mereka lihat lebih ke dampak fisik lokasi penambangan seperti parit yang makin rusak dan belum pada resiko buruk yang mungkin akan terjadi apabila banjir atau longsor tiba-tiba datang.


Bisnis Individu dan Belum Terstruktur Dengan Rencana Usaha Yang Baik 

Saya melihat peluang penataan bisnis yang lebih terstruktur dalam sebuah kelompok usaha dan strategi peningkatan skala usaha yang potensial di kelompok tak terikat unit bisnis ini. Tetapi keengganan untuk memulai inisiasi pembentukan kelompok usaha bersama penambang pasir belum terjadi, kelihatan pemikiran untung dan rugi menjadi tanggung jawab masing-masing adalah yang kuat dikepala merka. Semua peralatan dibeli masing-masing dari toko bangunan. Dengan pemikiran saya yang mainstream tata kelola usaha saya bertanya "pernahkah didiskusikan bersama untuk menginisiasi sebuah kelompok bisnis bersama? Misalnya sebuah lembaga koperasi? Dimana koperasi itu akan menjadi tmpat dimana setiap anggota kelompok bisa mendapatkan kebutuhtan usaha penambangannnya?". Sebagian besar dari mereka menanggapi skeptis usulan atau pertanyaan ini. Harapan yang disampai lebih ke harapan agar pemerintah memberikan masing-masing mereka pompa air ALKON agar bisa digunakan untuk semprot gunung-gunung pasir untuk diambil aliran airnya. "Para penambang di Malanu bisa lancar karena mereka punya pompa Alkon, tidak peduli musim panas atau hujan mereka bisa dapatkan pasir untuk digali berbeda dengan kita disini" kata Pak Baldus.

Preparing Sira - Manggroholo Village Forests Facilitator

In Manokwari, 18 - 20 August 2016 Bentara Papua (local NGO based in Manokwari) in collaboration with Samdhana Institute and supported by Good Energies Foundation facilitated intensive training to understand A - Z of village forests policy and facilitation requirement. The overall objective of this 3 days training was to build a complete understanding and knowledge about village forests scheme and sets up collaborative ways forward of field activities in Sira and Manggroholo - South Sorong. Eko Dharmawan the village forests facilitator whose been working in this policy and facilitation since 2010 with Flora and Fauna International (FFI) taking a lead of all the process and discussion in Bentara Office. Join in this training the representation from Sira and Manggroholo - the two villages in West Papua that continuously working with Bentara Papua, Green Peace and Samdhana Institute on village forests facilitation. They includes: the head of two villages, the field facilitator Mr Arkilaus Kladit, chief of village forests management body (LPHD) of both villages.  

Both Sira and Manggroholo have got the legal designation areas through Ministry of Forestry Regulation (SK Menhut) in 18 September 2014 that cover total areas of 3,545 ha. Recently they are waiting for the governor Decree about forests management licenses that submitted in May 2016 to secure the legally of Long Term Village Forests Management and its implementation.  Mr. Herman Remetwa the head of Community Development units at Forestry Department of West Papua Province in his session mentioned that it licenses is now in the table of legal unit at Government office and expected to be released by September before the ministry of forestry decree ended. In addition he added that it is a time to build a productive collaboration to help community in Sira and Manggroholo as model for West Papua. Forestry Department at provinces level will puts on program and their budgets to co-partnering in supports this initiative so this bridge of activities are a positive momentum to connecting the program.

Eko was comprehensively shared the knowledge that written in the village regulation and experience he and FFI gots from Kalimantan. Some keys component he was presented were:
  • Definition and principle values of villages forests and it relevant to Sira and Manggroholo contexts. He summarizing the detail norms with keys prerequisites that each facilitator should understand about village forests. 
  • Long term management plan of village forests (RPHD) includes the ways how village management body (LPHD) how take a lead of the process in the ground. Making sure that the plans are properly developed based on specific potential products in the villages are the core. The plan should also clearly describe the business plans and detail land zoning arrangement. 
  • Forests products uses, marketing and their legal contexts in village forests scheme 
  • Social consolidation by the community - taking case from Kapuas Hulu that he facilitating. It is going well because community is doing this policy seriously and lead the process on the ground 
  • Collaboration with keys government units. Specifically the roles of Ministry of Forests, Forestry Department at Province/District and Village development units at provinces and district. Eko is also shared the possibilities of access fund through village fund that since last year have been distributed. 
All the training was closed with a reflection by each participant. Yunus Yumte, the Samdhana Papua Program coordinator joined in the last day shared his knowledge and organization reflection they learned from the project in Kaimana that closed in 2014 that basically about commitment and active participation of all keys village forests actor. He also reminding the community that they are in the front line to determine whether this initiative would works progressively of not and advised both Bentara and Village forests management body to putting high attention of creating new facilitator from the villages. As addition Mr. Arkilaus kladit raised their expectation to see these two village could works well with active facilitation by Bentara Papua, Green Peace and Samdhana Institute.

Opini : Sago in Papua and Their Current Investment


In the new Year of 2016, Indonesia President Mr. Joko Widodo (JOKOWI) visited and officially opened the biggest modern Sago Factory in Indonesia belong to PT. Perhutani Persero. Eventhough there is no clear info who is the owners and legal manager of the concession now but since 2013 about 40,000 ha of Sago plots in Kais, Metamani and Kokoda of South Sorong District has been granted for big commercial sago industry. As confirmed by the the General Manager PT Perhutani in Kompas January 1/2016 that they targeting to manages 30,000 Ton of sago starch every year. The total 150billion rupiah investment is targeted to gets the annual revenue up to 100 billion rupiah from their overall annual production. Japan, chine and Taiwan become the targets of investment markets that PT Perhutani has putting.

But there are big question appearing here at the customary community those in de facto claim the sago plots as their land rights about the benefits and cost of impacts they would gets from the investment. Jokowi on his opening speech pointed out his wishes to the industry could bring social changes at the community level. Despite of their positive targets in bringing up economic growth and revenues to the state the high targets of exploitation of natural sago could creates ecological problems or event raw material scarcity. West Papua provinces actually has experienced with sago Industry in Arandai Teluk Bintuni about 12 year ago ran by PT Jayanti Group that exploited large number of sago trunk without proper replanting or sustainable plantation plan. The overcapacity of Industry and in consistent calculation of natural sago production make the quick scarcity from the initial planned. 

Papua is the mother of Sago and become the most richest sago plots in the world with total about 1,25 million ha as confirmed by Bakorsurtanal in 1996 and remain validated by Flach, Karafir et all  in 2006. Jayapura, Waropen, South Sorong, Bintuni Bay and Merauke are the major place with larges sago plots. Not only large in areas the sago in Papua is also richest in species or variety. 2006 International sago symposium in Jayapura on their report showing surprising number which are more that 30 sago specifies in Papua with Metroxylon Sagu and Metroxylon rumphii as the two famous species and their spread from the coast line to 700 m above sea level. When Yunus Yumte did his research in South Sorong 8 years ago he found that mature sago trees could reach the diameter of 64 cm and tall without leave up to 27 m within he calculated that total sago powder that community could produce from one mature sago tree up to 800kg. This mostly harvested and extracted in 2 weeks using traditional technique.

Ecologically sago plots/forests are part of the vulnerable ecosystem because it is the natural wall for sea water infiltration, abrasion because of gradual wave, and regulator of fresh water to the people. Sago is also home of big number of biodiversity includes birds, swamp snake and wild pigs. Socially sago is the symbol of culture for Papuan, natural building material and source of foods for people. Which means changing sago purposes into industry will enormously changes its social and ecological functions. So expanding sago plantation in Papua is about understanding the social and ecological vulnerability of changes.
From my perspective and understanding the natural sago behavior that have limited lifetime the concept and designing of sustainable sago plantation with social orientation may needs to be putted as the key principle on its investment protocol before expanding the licenses. The correlation of community livelihood, rights and claim to sago plots should also aknowledge important to meets what Jokowi has wished. At least several early steps should be build includes:
  1. Clearly understanding the ecological behavior and function of sago plots in each targeted investment sites. Place like Kais, Kokoda and Metamani for me is high vulnerable with floods because of theirs geographic position and waters that stored in sago plots. The plots that also in unity with swamp forest includes nipah palm trees is a home of large number of biodiversity. 
  2. Sago for sustainable local foods stock. Delineating and secure the community foods plots at the beginning is crucial to provide a guaranty for sustainable local foods. large scale sago plantation should able to maintain the values and cultures of social assets includes local food security for generation. Not captured all the plots for industry and transform people consumption patterns into other non sago foods
  3. Sago for mitigate the impact of climate changes to secure carbon in big amount. Even though only few study available about the carbon stock in Sago but sago that growth wildly in the swamp forests secure big amount of carbon. Transforming sago to other land uses purposes would directly realize amount of carbon to the air.
As addition to the since Sago is one of Papua symbol so having a regulation that protects and monitor the uses of sago for industry and legally binding to apply sustainable management plantation approaches are crucial to maintain the social, ecological and cultural value of Sago to Papuan. Further understanding the rights of IPs and their dependency to sago production are crucial to appropriately develop a partnership management mechanism and agreeing on benefit sharing of the rights to land and sago plant.

Indigenous Moi People Refuse the Oilpalm Expantion

Sorong, 20 May 2016. Hundreds of Moi customary people in the big groups of young and old came and banged the doors of Parliament of Sorong District West Papua Province, voicing up their aspiration to stop the oil palm expansion in their land. "Without Oil palm we can live in our land, the forests has provide every thing for us and has make us survive until now" says the group in a loud. They added "oil palm not create welfare but in vice versa has implicates to massive ecological destructive and changing in social lives".


This protest was the accumulative of Moi people anger to the government and Oil Palm concession that disobeying the rights of Indigenous Moi People those who has refused for oil palm existence in their land. People from Klayili and Klamono says that been witnessing the destruction conducted by PT. Henrison Inti Persada (HIP) in their land and don't fell any social changes in term of increasing of economic Income. David Ulimpa - the clan leader then added "we asked the Parliament to chase government taken out the license been granted to PT. Mega Mustika Plantation to converting forests in Klasow valley. Because the community since 2012 until now has raised their disagreement to the this investment plan". Beside PT. MMP they also refuse for the new established license for PT. Cipta Papua Plantation that hold 15,000 ha of oilpalm concession in Moi Land.

Charles Tawaru, Forests Campaigner Greenpeace Papua whose also joined in the long march said that "This protests was the representative of bigger voices of Papuan to says they not want Oil Palm coming to Papua. Because it has clearly destruct the foods plots, secret place, hunting areas and water catchment that are crucial for their livelihood and culture".

Community aware that they needs development and they support the government initiative to speed up the development but should works on the path that recognize the existence and right of the customary right holder. The coalition of big capital holder with the politician actor in region has only prioritizing their economic and politic interests but more often disobeying the right of People and has work bellow good forests and land uses governance standard. Even a big question about sustainability objective. Internal report of young Moi groups noted that customary community never involved in the legal administration and concession contract process that happened between government and concession. Compensation as cost of the early impacts are mostly the worse last step that the they will always do after the contract even though this mostly not counting double and long term impacts on livelihood and landscape the community will faces during and after the operation of the concession.


Adam Klouw, the head of Sorong District Parliament who received this protests together with several other parliament members appreciated the diligent and critics that Moi People has and noted that the protests have been addressed to the right institution. He was also cried because customarily part of Moi people and part of those who have land in granted for concession. He said "the Parliament will make sure that this aspiration will be pushing up to the higher stakeholder. I expects we could work together in keep voice up the problem so it can be solved soon".

Pansus Review Perijinan Sawit di Kabupaten Sorong Terbentuk

Beberapa kejadian ketidakadilan yang terjadi di tingkat masyarakat adat Moi sebagai akibat dari ekspansi perkembunan sawit yang dibangun tanpa prinsip-prinsi FPIC yang telah mendorong masyarakat untuk melakukan protes ketidakadilan ini kepada DPRD Kabupaten Sorong. Komunitas yang didominasi oleh kelompok 5 Marga di Kampung Kalaili bertemu dengan pimpinan dan perwakilan DPRD Kabupaten Sorong di Kantor DPRD Sorong untuk menyampaikan keluhan dan aspirasi mereka agar pemerintah melakukan review dan penindakan terhadap perusahaan-perusahan yang melanggar perjanjian dan cenderung mengabaik hak-hak adat masyarakat di Tanah Moi.

DPRD menyambut dengan positive keluhan dan aspirasi masyarakat ini dan berjanji segera membentuk pansus untuk melakukan review kembali terhadap keseluruhan perijinan sawit yang sudah dan akan beroperasi di wilayah adat moi.

Dikonfirmasi langsung salah satu Angota DPRD yang merupakan anak Adat moi mengkonfirmasi bahwa Pansus Tersebut sudah terbentuk dan terdiri dari 13 Anggota dan diketuai langsung oleh Ketua DPRD Kabupaten Sorong. Ada 3 tugas utama Pansus ini:

  1. Melakukan review kembali semua proses perijinan sawit yang dilakukan oleh pemerintah dan perusahaan terutama bagaimana konsultasi yang benar dan mneyeluruh dilakukan. 
  2. Melalui review dan evaluasi terhadap perjanjian-perjanjian yang dilakukan antara masyarakat adat dengan perusahaan sawit tersebut.
  3. Menyiapkan rekomendasi kepada pemerintah untuk melakukan review terhadap perijinan yang bermasalah dan mengabaikan hak-hak ada Masyarakat Moi.
Tim Pansus ini akan efektif bekerja di minggu ke 3 September 2015. 

Di diskusi terpisah, coordinator lapangan kampung Kalaili, Klasouw dan Malalis untuk advokasi hak mengatakan bahwa langkah aktif juga akan dilakukan di tingkat masyarakat dengan melakukan pengorganisasian memperkuat konsensus bersama di tingkat marga. Rapat-rapat di tingkat kampung akan dilakukan segera untuk menghasilkan (1) petisi bersama untuk penolakan sawit, (2) penyiapan semua bukti-bukti pengabaian hak yang dilakukan oleh perusahaan sawit di Tanah Moi, dan (3) mendorong pemetaan batas marga untuk mendapatkan pengakuan pemerintah. 

Namun Pak Koordinator menyatakan bahwa tantang selanjutnya juga ada di tingkat kabupaten dimana harus ada tim kerja yang ikut memback aktifitas yang dilakukan masyarakat sekaligus memberikan asistensi teknis dan strategis kepada DPRD untuk mematangkan rencana kerja pansus dan semua materi yang akan diuji di lapangan. Oleh sebab itu komunikasi dan koordinasi akan dibangun untuk menjadi dukungan dari semua pihak yang peduli terhadap keberlangsungan hidup orang Moi, Tanah Moi dan semua sumber daya yang ada diatas. Karena semua aset orang Moi sedang terancam tegasnya.

Why Customary Boundary Map Is Important for the Community in Moi – Sorong, West Papua Province of Indonesia?

It has been 4 months after Moi Kelim people declared their territories maps publicly. I went back to Sorong and met with Mr. Silas Ongge Kalami, the chief of Malamoi to gets his insight thinking about the Moi lands and its important to get legal recognition. This shorts quote was a quick summary of interview we did :



Can you tell us the result you and your People has produced with territories mapping last year?

Since 2013, the Malamoi Customary Organization (LMA Malamoi) worked on their customary boundary mapping with supported by Samdhana Institute, Participatory Mapping Works (JKPP) and National Indigenous People Alliance (AMAN). They have produced 430,000 ha of customary map covers 372 clans in about 10 Sub-Districts in Sorong Regency.

What are the dynamic problems in your community groups regarding to rights of resources and the management of the natural resources?

There are three basics problems in current situation that be faced by the customary community:
1.     No recognition and protection to our customary land and resources rights. The common cases are often appears in the uses of land, forests and other natural resources.
2.     This condition are getting worse because the community organizing is also weak.
3.     Until now there is no regulation at district level that legally recognize, respect, protects and safe the rights of customary community.

What are the strategic steps that you and your community taken to deal with the above problems?

We starting with community organizing program through customary boundary mapping. For Malamoi we have just started from the 1 sub-groups names Moi-Kelim. This was our 1st experiences so we were got supported from Samdhana Institute, National Indigenous People Alliance and the Government in Sorong Districts. This collaborative worked has produces one map for Moi Kelim. This map will be our guiding books to facilitate the rests sub groups of Moi (red: 12 sub-groups).
As the 1st experience the Mapping of Kelim areas was design as a training/filed practices chance. We are beginning to learn how to produce a customary boundary map. The learning process is happened in multilevel from district until a customary council (dewan adat) at villages level includes “Gelet” or family groups/clans. They start to learn how to use customary boundary mapping as a tools to re-govern their rights.

The map we produced for Moi Kelim is for a big sub-groups, so we do expect to see each “Gelet” could then start to facilitate the detail boundary maps based on their rights, and make an agreement among one and another.

What supports, do you think the government must provide to helps community helps the above problems?

We do expect to encourage the Government in Sorong, South Sorong and Raja Ampat those areas are inside Moi to actively engage in the community organizing program and customary boundary mapping. The engagement should cover technical and materials support to LMA Malamoi on their working programs. The support is also can be realized by realizing the local regulation that respect, recognize and protects the rights of customary community and also protection to cultural livelihood of the community. These are crucial because the community having a strong rights over the land, natural resources, cultural heritages even right over the development. So we are love to see the synergy programs between government and the community. 

What is the keys message do you want to share for other customary communities in Papua?
I would like to emphasize my message to other customary communities but specifically to Moi people “we can’t struggle alone, we need a strong organization in which this will make our works easily”. We works to struggle for our rights on land, natural resources, cultural heritage and development. Looking at the changes in Moi land and community as the consequences of integration new change from outside the quick preventive steps is needed. Because if the changes is rapidly happened then the Moi people with their culture with lose gradually. So now, there is only one words “strong organization to struggle for the rights of customary communities”. It is the time now for us to reflect, regulate our self and build in collaboration spirits. 

To the other customary communities except of Moi, either Papuan or Non-Papua, who live in Moi land I would like to say ‘when you steps on the land you should respects the sky’. Because for us in Moi, those people who come to our land and keep respects to local rights and tradition we call them as ‘nesafan’ but those who come to out land but not respect the customary rights we call them as ‘neitobo’. This message is also be addressed to my Moi people who live in other part out of Moi, you must respect to other people rights. This will lead as to a universal community. Because most of the conflict between nations is appear because there is a disobeying and un-respects to someone rights.
We also want to get a freedom and become a leader in our own land or in Moi we call it with “Neulik”

Mapping The Right of Moi Kelim in Sorong

Two days event on 20 and 21 of November 2014 have created a new memorial moment for the people in Moi Kelim – Sorong, West Papua Provinces of Indonesia. About 140 local leaders came and join the last final workshop to clarify, validate and recognize the tribe boundaries they mapped. Led by the local customary community Group of Malamoi (LMA Malamoi) Mr. Silas Ongge Kalami, the event  were organized well and the dynamic breath of proud is come. After 2 years process of implemented large scale mapping the community came with an agreement of 430,000 area that mapped for moi Kelim. 

This summary is trying to provides a flash back info about how the steps been taken, people involved and results be made in each process of mapping the Moi Kelim Customary Rights. Out of perfects the worked in kelim was held in many challenging issues include funding that were limited to support all listed process of Mapping.

Two days event on 20 and 21 of November 2014 have created a new memorial moment for the people in Moi Kelim – Sorong, West Papua Provinces of Indonesia. About 140 local leaders came and join the last final workshop to clarify, validate and recognize the tribe boundaries they mapped. Led by the local customary community Group of Malamoi (LMA Malamoi) Mr. Silas Ongge Kalami, the event  were organized well and the dynamic breath of proud is come.

Attended on the 2nd day the representative of local government and a technical unit from Ministry of Forestry. On his speech that red by the 1st assistant of Sorong district secretary, the Bupati said that ‘this is a important momentum for all Moi people to become one unity, and the government will definitely provide support to the next process’ he also noted that ‘the government has stating to invited national land body develop a regulation draft for Moi tribes rights and we would like to endorse LMA Malamoi to taking part in this process”. Together with the district assistant the chief of law units in Sorong District that responsible to legal process and requirement also said that the next PERDA process should be facilitated soon. They commit to pushing the legal recognition soon and expect to see other sub tribe do the same mapping and social consolidation.

On the separate session, the Parliament of Sorong District in which 9 members are originally from Moi tribes are announcing the importance and urgency to push the recognition of the Moi people local right. “next year the PERDA should be realized” said Tory Kalami, the new elected parliament member from Moi tribe. “9 moi people in the parliament have commits to push the development with respect to local right and accommodate the needs of community development” Torry added.

From the long process of mapping the Moi Kelim has found that their total customary areas are about 430,000 ha that cover the city of Sorong and Sorong District. On it living 372 clans/family names that spread from Makbon to Salawati. This process was funded and facilitated by Samdhana Institute, starting since July 2013 and ended in September 2014.

Village Forests Licenses for Sira and Manggroholo

“We Want to Protect and Manage our Customary Land Rights and Resources”

“The community in this village are depending much on forests, so weed this forests. It is our live, we not allow any company or any other government investment initiative to cuts the trees in this village” Says Alfred Kladit one of the elders in Sira village, Sub District of Saifi Sorong Sorong – West Papua Province of Indonesia. Kladit is the clan name that included in the big Knasoimos tribes those who lives and claim of 81.390,6 ha of land in south west of bird head Papua.

Population of Sira village are only 178 people within 38 household living in 1,961.8 ha of total Sira Village boundary. The forests are remain primary with dense tree crown covers. We can easily find the high commercial Papua timber such as Merbau (Instia, sp), Matoa (pometia piñata) eboni (diospiros celebica), angsana (dipterocapace) and red resin (damara) that could reach more than 25m high. Alfred emphasized his argument and showing of the big Merbau tree “we can easy find the big tree like this”. Sago, resin and other non-timber forests products are largely available and waiting to be manages by the community.

Understanding the threat on their forests, community in Sira and their neighbor village Manggroholo have committed to secure their ancestral land from destruction. Vision to maintain the forests and manage it wisely are moved as a consensus when they mapped their customary territories and submitted the legal village forests licenses. In 2014 through ministry of forestry decree number 767 and 768 of 2014 that realized on September 18th the aspiration of community from about 7 clans to secure and manages their territories and its resources are answered. A big positive stepping stone after long advocacy started on 2009 when the community refused the government agenda to puts their forests and land for oil palm and rubber plantation expansion. Ariklaus Kladit again on behalf of the community pointed out their expectation “we hope by this licenses, the security of livelihood sources are keep maintained through proper management practices, improve economic income and provides new jobs opportunity through all the resources management activities they can do such as, sago production, resin collection, rotan harvesting and eagle wood collection”.

A new long journey is beginning with the licenses. Community is now moving to organize them self by concretely packaging the management vision and technical-social facilitation plan that required by the village forests licenses. A proposal to the governor for the management licenses after ministry of forestry decree has been taking and it now waiting for approval. Field based readiness on all technical and social facilitation requirements are waiting for more deeply and growing facilitation.

Membangun Kembali Semangat Kerja Jejaring LSM di Kepala Burung Papua

"Pertemuan ini memberikan bentuk penghargaan untuk kita semua, dimana dalam pertemuan ini apa yang diharapkan akan memberikan suatu perubahan yang nantinya memberikan masukan atau ide yang berdampak bagi perkembangan LSM yang ada di Wilayah Kepala Burung" Jelas Bang Sahat Saragih pada saat pembukaan kegiatan diskusi. Berdiri sebagai senior dari kerja-kerja LSM di Papua Barat tentu Bang Sahat sudah sangat 'makan garam' dengan konstalasi pembangunan jejaring kerja dalam rangka kerja-kerja masyarakat sipil untuk tujuan-tujuan pembangunan yang bermanfaat bagi masyarakat. Ini adalah hari pertama dari 3 hari tanggal 22 - 24 Mei 2014 yang di gagas oleh KAMUKI sebagai lembaga yang dipercaya untuk menghost acara ini. Sambutan Bang Sahat sekaligus menyambut sekitar 37 orang perwakilan LSM-LSM di kepala Burung Papua yang hadir dari semua kabupaten/kota di Papua Barat. Ya.. kegiatan yang diberi Thema "Membangun Gerakan Bersama Menuju Perubahan Yang Pro Rakyat dan Lingkungan" adalah upaya untuk membangun kembali semangat kerja jejaring LSM di kepala Burung. Bang Sena Adji Bagus Handoko selaku Direktur KAMUKI yang juga adalah penanggung jawab kegiatan ini melengkapi apa yang disampaikan oleh Bang Sahat "konsolidasi ini menjadi tempat untuk menuangkan ide, saran, bahkan pengalaman. Di ruang inilah momentum baik untuk membangun kembali jejaring antar lembaga-lembaga yang ada di wilayah kepala Burung". 



Secara ekplisit berdasarkan kerangka agenda pekerjaan yang diusulkan, kegiatan ini imaksud untuk menjabarkan visi dan misi, nilai LSM Daerah dalam kerangka kerja yang lebih profesional dan operasional. Sebagai LSM yang sudah ada dan yang baru berdiri, kegiatan ini juga merupakan bagian dari upaya konsolidasi organisasi agar semua komponen dan personil yang terlibat dalam struktur lembaga masing-masing lebih mengenal, memahami dan menginternalisasi visi, misi, nilai dan kerangka program organisasi masing-masing. Dua hal yang kemudian mengikat tujuan kegiatan ini adalah identifikasi isu-isu strategis berdasarkan tantangan kekinian. Kemudian menyusun kerangka kerja bersama yang harus difasilitasi sebagai jejaring kerja. Kerangka tujuan yang jelas dan terukur dengan capaian hasil di akhir pekerjaan sangatlah strategis dalam kacamata outcome untuk kerja-kerja gerakan sosial masyarakat di Papua Barat. Diskusi pun berkembang dibawah fasilitasi Mbak Julia Kalmirah dan Bang Joko Waluyo dari Jakarta. 

Harapan besar pun muncul ketika melihat semangat dan kebersamaan ini mulai terajut. Sekalipun sebagian besar yang datang memahami bahwa pengalaman dan persoalan lama dengan kendala-kendala yang sudah pernah dilalui adalah hal-hal yang akan dihadapi kemudian sebagai satu jejaring kerja-kerja NGO ini. Sehingga kemudian diawal diskusi diarahkan untuk memahami peta organisasi, semangat yang diperjuangkan dan bagaimana pengalaman merajut titik-titik keberhasilan fasilitasi yang sudah dilakukan. 

Diskusi secara rigit membedah : 
  • Peta Organisasi masing-masing perwakilan lembaga. Satu per satu setiap lembaga mendeskripsikan visi, misi dan program yang berjalan dengan highlight capaiannya masing-masing. Serta kemudian menghighlight juga kekuatan dan kelemahan dari fasilitasi yang dilakukan sejauh ini.
  • Peta berjejaring yang memuat reflecsi dan diskusi tentang kerangka dasar membangun jejaring kerja yang optimal untuk mengadress isu-isu pembangunan yang saling terkait. Beberapa kelompok kemudian dibagi dengan mengacak dan menggabungkan lembaga-lembaga ini dalam setiap kelompok diskusi.  
  • Peta trend dan perubahan. Bagaimana LSM-LSM di kepala burung Papua membaca trend dan perubahan dari arah pembangunan di setiap level juridiksi dan implikasinya terhadap gerakan sosial masyarakat di tingkat bawah?
  • Menyusun rancangan strategis konsolidasi organisasi non pemerintah. Pada bagian ini teman-teman difasilitasi untuk melihat isu-isu strategis, jalur advokasi menuju perubahan, penegasan kerangka teori perubahan, siapa berbuat apa dan dimana serta berkontribusi pada komponen mana dari kerangka besar kerja jejaring LSM di Kepala Burung. 
3 hari yang sebenarnya terasa singkat ini menghadirkan banyak sekali informasi, refleksi dan sharing belajar serta yang tidak kalah penting adalah rajutan semangat bersama dalam beberapa rekomendasi untuk membangun kerja-kerja gerakan masyarakat sipil yang lebih berorientasi pada dampak perubahan positif yang diharapkan. Analisis SWOT sebagai pendekatan analisis digunakan juga sebagai alat bantu untuk mematangkan kerangka pikir bersama ini dimana pendekatan spasial kedaerahan dipakai untuk mengkelompokan para LSM dengan program yang mereka kerjakan sejauh ini. Setiap kelompok membangun diskusi  untuk membedah 11 isu pokok yang menjadi persoalan dan konsen gerakan masyarakat sipil yaitu: (1) penyerobotan lahan untuk kebutuhan perkebunan terutama sawit, (2) skenario dan sinergitas komunikasi dalam berjejaring, (3) lemahnya kemandirian organisasi serta tidak kuatnya agenda kaderisasi yang dilakukan, (4) tata kelola kebijakan konservasi dari setiap aspek dengan sorotan khusus pada spesies khusus di Papua seperti penyu, (5) kerentanan pangan dan degradasi konsumsi pangan lokal, (6) ketidakstabilan pendanaan yang konsisten untuk kerja advokasi, (7) persoalan buruknya kualitas kesehatan terutama kasus malaria dan HIV/AIDS, (8) belum optimalnya penataan dan pengelolaan lingkungan, (9) buruknya tata kelola pemerintahan, (10) lemahnya penegakan hukum dan aspek keberpihakan, dan (11) Tata Ruang, kepastian wilayah tenurial dan alokasi penggunaan ruang yang tidak memperhatikan hak masyarakat adat. Satu per satu kemudian dibedah dalam diskusi kelompok. 

Diakhir acara beberapa rekomendasi dan paket konsensus terbangun dan menjadi catatan untuk ditindaklanjuti dari diskusi yang sangat padat selama 3 hari ini. Yaitu: 
  • Kebijakan: Gerakan jejaring perlu bekerja mengadvokasi dan mendorong pengembangan kebijakan yang berpihak pada masyarakat dan tata kelola sumber daya alam berkelanjutan. Dimana didalamnya aspek penegakan hukum dan penghormatan terhadap HAM menjadi pegangan. 
  • Tata ruang dan tata kelola wilayah. Membangun sistem data dan analisis keruangan serta mengatur skenario intervensi ke tata ruang dan tata pengelolaan wilayah untuk kebutuhan pariwisata, tambang, hak masyarakat, konservasi SDA, pangan dan kebutuhan lainnya. 
2 paket kelompok isu diskusi diatas kemudian disepakati sebagai kerangka pijak lanjutan untuk kerja-kerja jejaring NGO di kepala Burung. KAMUKI masih dipercaya sebagai host untuk mengawal setiap rekomendasi dan kerangka pikiran kritis dan advokasi masalah yang ada. Sedangkan MNUKWAR Papua diminta untuk mendukung pengembangan sistem data informasi dan pengembangan jejaring koordinasi dan komunikasi. Agenda 6 bulanan diharapkan ditindaklanjuti untuk mengawal detail rekomendasi yang dibangun. Semua ini disadari akan berjalan optimal apabila keseriusan untuk membangun kemitraan kerja yang efektif diwujudkan. Joko Waluyo dalam diskusi kelompok menegaskan hal ini dalam 2 point kunci " (o) Intinya dari isu yang ingin kita sepakati yang harus ditekankan adalah kemandirian organisasi yang harus kita kerjasamakan. Sebagai alat konsolidasi bagaimana mendorong perubahan sehingga kemandirian organisasi yang mau dituju [internal] dan (o) Kemudian capaian-capaian yang harus dilewati dalam perubahan kemandirian organisasi, lalu siapa, perlu apa dan lain sebagainya ini yang mau kita capai dalam mewujudkan kemandirian organisasi dan efektif kerja jaringan".

Analisis Ijin Pemungutan Hasil Hutan Kayu Pada Hutan Produksi Permenhut 46 Tahun 2009

Persoalan ijin usaha pemungutan hasil hutan terus menjadi diskusi yang panjang di daerah. Dalam rapat koordinasi dalam rangka mensinergikan program kerja kehutanan di Provinsi Papua Barat, isu ini kembali diangkat. Bahkan Bapak Agus Wamafma - kepala Dinas Kehutanan Kabupaten Sorong Selatan secara tegas mengatakan bahwa persoalan ijin pemungutan atau yang sering di singkat dengan IPHHK ini harus segera didiskusikan, diputuskan dan disepakati mekanisme legalnya. Sejauh ini kelompok masyarakat adat yang mengambil kayu di wilayah adatnya untuk keperluan ekonomi keluarga, cenderung menjadi korban akibat menggantung-nya aturan ini.

Dalam beberapa diskusi dengan pihak pemerintah tentang IPHHK informasi yang selalu keluar adalah skema ini hanya untuk kebutuhan lokal masyarakat dan tidak diperdagangkan. Yang artinya ketika masyarakat melakukan transaksi penjualan kayu baik dalam kuota yang diperbolehkan mereka untuk memungut atau melebihi kuota tersebut, maka penegakan hukum harus tetap berlaku. Namun fakta yang ada di Papua Barat berkata lain bahkan praktek ini secara terang-terangan dilakukan secara masif dan terorganisir di beberapa lokasi. Contoh paling nyata adalah di Daerah Sorong terutama di Jalan raya Sorong-Sausapor KM 45 - 48. Secara jelas terlibat bahwa kayu yang dihasilkan adalah untuk kebutuhan export keluar kota dimana ukurannya dalah Panjang 1 meter, lebar 10 cm dan tinggi 10 cm atau yang umum disebut dengan kayu bantalan. Lantas pertanyaannya kemudian adalah bagaimana semua ini bisa berjalan? Apakah ada celah hukum yang dioptimalkan untuk meraup keuntungan yang besar? Kemudian dalam konteks konteks kontrol terhadap manfaat sumber daya hutan bagi daerah, apakah skema ini menguntungkan negara dan masyarakat?

Saya coba untuk menelusuri dan menjawab pertanyaan pertama dan kedua dengan menganalisis kebijakan hukum yang memayungi opersionalisasi skema pemungutan kayu ini. PERMENHUT yang oleh sebagian besar aparat kehutanan diketahui tetapi cenderung ditutup-tutupi dan tidak ingin dibahas baik. Permenhut 46 tahun 2009. Berikut adalah catatan singkat analisis yang coba saya explore: 

Permenhut 46 Tahun 2009 merupakan peraturan teknis pelaksanaan dari PP 6 2007 terutama mengatur tentang tata cara pemungutan hasil hutan kayu dan non kayu secara legal. Berikut beberapa hal yang saya dapatkan dan memperkuat argumentasi bahwa 20 m3 per individu dan 50 m3 lembaga desa ini bisa diperdagangkan:

  • Dalam PP 6 2007 pasal 1 ayat 16 Defenisi Izin Pemungutan Hasil Hutan Kayu adalah “Izin pemungutan hasil hutan kayu yang selanjutnya disingkat IPHHK adalah izin untuk mengambil hasil hutan berupa kayu pada hutan produksi melalui kegiatan pemanenan, pengangkutan, dan pemasaran untuk jangka waktu dan volume tertentu”. Disitu ada kata pemasaran yang cukup kontradiktif dengan pasal selanjutnya yang mengatakan tidak untuk diperdagangkan. Peraturan ini sebenarnya memberikan arahan tentang batasan dalam waktu dan volume
  • Nyambung dengan point diatas, Peraturan Pelaksanaannya PERMNEHUT 46 2009, menggunakan defenisi Pasal 1 ayat 16 ini dengan menekankan pada kata Pemasaran. Dimana BAB I – Ketentuan Umum pasal satu PERMENHUT 46/2009 memperkuat batasan defenisi ijin pemungutan hasil hutan kayu sebagai berikut: Izin Pemungutan Hasil Hutan Kayu yang selanjutnya disingkat IPHHK adalah sebagaimana tercantum dalam Pasal 1 angka 16 Peraturan Pemerintah Nomor 6 Tahun 2007 jo. Peraturan Pemerintah Nomor 3 Tahun 2008. Artinya PEMASARAN dilegalkan disini.
  • Masih di PP 6 2007 Pasal 77 dan 80 juga memperkuat argumentasi kayu yang dipungut ini bisa diperdagangkan yaitu selama membayar PR0VISI SUMBER DAYA HUTAN (PSDH). Argumentasi ini diperkuat dalam PERMENHUT 46/2009 BAB V Pasal 8 Ayat 1 point d “Membayar Provisi Sumber Daya Hutan (PSDH) sesuai ketentuan peraturan perundang-undangan yang berlaku"
  • Menariknya pada PERMENHUT 46/2009 pasal BAB IV Pasal 7 tidak muncul kalimat “tidak dipergangangkan”, tetapi di gantikan dengan kata “tidak dapat diperpanjang”. Bahasa lengkapnya:  (a)  “IPHHK-HA untuk keperluan individu yang berasal dari penebangan diberikan paling banyak 20 (dua puluh) meter kubik untuk jangka waktu selama-lamanya 1 (satu) tahun dan tidak dapat diperpanjang. (YY: keperluan individu, mengandung arit luas - termasuk kebutuhan uang). (b) IPHHK-HA untuk keperluan pembangunan fasilitas umum diberikan paling banyak 50 (lima puluh) meter kubik untuk jangka waktu selama-lamanya 1 (satu) tahun dan tidak dapat diperpanjang. (c)  IPHHBK-HA, IPHHBK-HT atau IPHHBK-HTHR paling banyak 20 (dua puluh) ton untuk setiap Kepala Keluarga dan dapat diperdagangkan untuk jangka waktu selama-lamanya 1 (satu) tahun dan dapat diperpanjang.

Namun begitu untuk memperkuat argumentasi bahwa pemungutan hasil hutan kayu ini tidak dilakukan secara ambur adul, tetapi dilakukan secara tertata mengikuti prinsip-prinsip kelestarian hutan, setiap Pemegang Ijin Pemungutan hasil hutan Kayu (IPHHK) diwajibkan untuk:
  • Berdasarkan pasal 71 – Pasal 78 PP 6 2007, melakukan : (a) Menata areal kerja, melakukan identifikasi potensi dan menyusun rencana kerja sesuai dengan ijin yang berlaku. Dalam konteks IPHHK, awal tahun harus menyusun rencana tahunan pemungutan hasil hasil hutan kayu untuk diajukan ke Bupati. Pada bagian penjelasan dari Pasal 71 huruf a sebutkan bahwa Dalam rencana kerja, antara lain, memuat pula aspek kelestarian usaha, aspek keseimbangan lingkungan, dan aspek sosial dan ekonomi. Sehingga analisis-analisis ini dibutuhkan untuk memperkuat usulan IPHHK. (b) Menata system keuangan sesuai standart kehutanan – disini penekanannya pada pembukuan yang rapi tentang produksi dan pemasaran hasil hutan sebagai dasar hitung-hitungan PSDH yang pas untuk diberikan ke Pemerintah. Dalam hal ini koperasi bias menjadi lembaga yang menerima IPHHK, atau anggota koperasinya menerima ijin dan dikelola dibawah koperasi. (c) Melakukan aktifitas nyata paling lambat 1 bulan sejak ijin diberikan. (d) Melakukan perlindungan hutan. (e) Meyiapkan tenaga teknis kehutanan dengan kapasitas yang cukup untuk pengelolaan hutan. (f)  Membayar PSDH seperti yang sebutkan diatas. (g) Melakukan monitoring dan evaluasi terhadap peredaran hasil hutan 
  • PERMENHUT 46/2009 untuk memperkuat prasyarat diatas dimana pada BAB V Kewajiban dan Larangan Pasal 8 menyebutkan secara jelas hal-hal yang harus menjadi perhatian pemegang ijin:

  1. Pemegang IPHHK-HA atau IPHHBK-HA atau IPHHBK-HT atau IPHHBK-HTHR wajib:(a) Membuat dan menyampaikan laporan kegiatan IPHH secara periodik setiap bulan kepada pemberi izin. (b) Pemberi izin sebagaimana dimaksud huruf a melaporkan kepada Bupati dengan tembusan Kepala Dinas Provinsi dan Direktur Jenderal. (c) Melindungi hutan dari kerusakan akibat illegal logging dan perambahan hutan, ternak dan kebakaran; (d) Membayar Provisi Sumber Daya Hutan (PSDH) sesuai ketentuan peraturan perundang-undangan yang berlaku. (e) Menanam kembali minimal 5 (lima) pohon untuk setiap pohon yang ditebang dengan jenis yang sama.
  2. Pemegang IPHHK-HA wajib melakukan pencacahan/penandaan terhadap hasil hutan kayu yang akan ditebang/dipungut
  3. Pemegang IPHHK-HA atau IPHHBK-HT atau IPHHBK-HTHR dilarang menebang Pohon yang dilindungi
  4. Selain larangan sebagaimana dimaksud pada ayat (2), untuk kegiatan pemungutan hasil hutan dilarang menggunakan alat mekanik/berat seperti traktor, bulldozer, loader, skider, grader, wheel loader, excavator dan truck
  5. Dalam hal mengangkut hasil hutan dapat mengggunakan truck
Sampai pada keseluruhan analisis awal ini, artinya secara legal Pemerintah memberikan ruang kepada Ijin pemungutan ini untuk memperdagangkan kayunya. Tinggal sekarang bagaimana Daerah secara serius menertibkan dan mengtur agar nilai manfaat itu terasa di pemerintah masyarakat dan pihak-pihak lain yang memanfaatkan peluang IPHHK ini. Kontrool juga menjadi penting untuk mencegah kebocoran yang lebih besar lagi.
