Traveling to Biak, Gets the Feeling of Fresh-Sea Water in Anggopi Beach

Taking one more day longer in Biak after program evaluation has came as good relaxing time to spend the day with lovely and beauty scene of nature. Biak as an island has been recognized  with it potency in tourism mainly the beaches and corals. If so fa people in Biak is familiar with Bosnic Beach, the expansion of Development and infrastructure has rapidly open Biak beauty.

Now I will share the impression about the Anggopi Beach. The beach that located in Eastern Biak and taking from the names of its village Anggpi. About 1,5 km long the beach are strength with long with sand and clean sea water accomplish the beauty coconuts trees growing along the beach. Few mangrove and sago trees with small swamp also accomplish the mosaic of the beach. The beach looks gradually developing to become one of the tourism choices in Biak. I think the sand, water, coral and fresh water mangrove are the combination of this plots make it become one of wonderful choice to be enjoyed while you're in Biak. In the windy season, the beach is also one of the best spot for surfing.

As described above Beside beach and sand, the fresh water pool of which 5 big sea water fish are living is the other scene of this beach beauty. The pool location is just in the north corner of the beach. Its water is mix formed by the filtered sea water goes in though the coral rocks and fresh water flown down from the forests that cover the island. There are a lot of best photo shot point that we can memorize the visit with beautiful background of Biak Nature.

Its not far to get the beach from the city in Biak. About 30 minutes by car or motor bike. I joined the FMU Biak Numfor trip today with a car. There are several option of roads direction to get this beach with good roads. No road to get the beach, most of the cars or bike will be parking in the village. Concrete path is build about 100 meter to get people to the beach. Vegetation of coconuts and sago are growing along the road to the beach.

Since it just recently famous, not much facilities are available. But the small wooden houses and bath rooms have help provide basic infrastructure for the visitors to enjoy the beach without worrying for this needs. Community in the area are very friendly and communicative when you invite them in the conversation so do not hesitate to ask them for something you would like to know. Some of the local people whose hang around the beach are the owner of the wooden house. They also selling coconut with the cost of 5000 rupiah per piece.

Transportation and Access to the Beach 

There are few options for you whose just in Biak for few days and willing to visit this beach: (10 you can hire an Ojek "public motor bike" for a day - make sure you made full day because no regular ojek drive here. It cost you about 150,000 rupiah. Or you can hire a car through a rental service in Biak. They cost you for 500,000 rupiah per day (without driver) and 650,000 rupiah per day (plus driver). These two option are available in Town, you just need to ask the hotel services or the friend you have to arrange this to make sure they don't charge you more.

Foods, Drink and Alcohol 

Make sure you bring foods and drink with you. Because no foods and drink are selling in this beach. But you can actually order coconut. For you whose likes alcohol you can ordered and try local alcohol called "BOBO" that produced arround the beach. You can easily find it by looks at the coconut tree. People in this village is also well known as the alcohol producer particularly for this kind of "BOBO".

Long Term Forests Management Plan of KPHP Tambrauw is Publicly Discussed


Sausapor, November 16. Attending by 38 people representing Government, Customary Community, University, Technical Unit of MoEF and Timber concession in Tambrauw the one discussion was conducted to elaborate the current long term forests management plan of KPHP Unit IV Tambrauw. Specifically the discussion was aiming to gets a common agreement on spatial delineation of the forests areas that overlap among KPH, the turtle management body with the logging concession PT. Multi Wahana Wijaya. At the same time identified and listing the ideas to develop a good forests management partnership with customary community inside KPH areas.

Joined as resources person Mr. Max Tokede as the experts of Long Term Forests management plan, Mr. Dona Marewa as the head of KPHP Unit IV Tambrauw and Sepus Fatem the Bupati Tambrauw adviser on natural resource management. Mr. Max on his presentation was elaborating much on the basic concept of KPH and how its position on current forests administrative arrangement. Max also pointed out the difference between forestry department with KPH in the technical services and administrative control, in which all the administrative responsibilities such as licenses control and provision of resources are handle by forestry department while field based management and onsite monitoring to the forests uses are the duties of KPH. Adding to Mr. Max, Dona Marewa shows the spatial delineation and lists of forests resources management activities the KPHP Unit IV Tambrauw will do. They includes monitoring the uses of forests product, developing social forestry plots and facilitate forests products business marketing. While Sepus Fatem shared the overall idea and progress of conservation district agenda in Tambrauw and where is KPH position as the locus of implementation. All these presentation were accomplished the opening remarks by the Secretary of Tambrauw District, Mr. Engel Kocu that reminding all the actors that management of north coast Tambrauw with many different initiative should be packaging with clear community participation. Because he remains about increasing complain from the community sites. KPH should exists and create a good condition of partnership to help local government in addressing the complex problem in the north coast of Tambrauw.

Based on the Ministry of Environment and Forestry Decree No 630/MenLHK-Setjen/2015 total area of KPHP Unit IV Tambrauw is 155,423 ha with about 121,107 ha are in the production function. But jurisdictional acknowledge about 80% this forests are already granted for timber management licenses to PT Multi Wahana Wijaya and the rests are protection forests. On his presentation, the head KPHP Unit IV Tambrauw, Mr. Donna mentioned that to secure the social forestry initiative and partnership agenda with the community, the KPH has delineated about 15,385 ha of empowerment block or certain areas for social purposes. In here the pilots of village forests, community forestry, community plantation forests or customary forests will be build gradually. Donna then added that all this block are addressing to optimizing the non timber forests products and environmental services in the area. Meeting the good partnership mechanism that will be guiding the implementation of empowerment block is urgent for Tambrauw because based on customary boundary maps, all the areas of KPHP Units IV Tambrauw are inside Abun Tribes areas and indicatively based on AKA WUON Data there are about 36 clans that claiming the customary areas in this part.

At the close session, some summary was produced and listed as recommendation to be followed up by the KPHP Unit IV Tambrauw they includes: clear designation and arrangement of turtle nesting sites to be managed by the established management units. Community participation is a must so it recommended that the KPH should gradually talk and design the partnership mechanism with customary community in KPH designated areas to manage the certain area that already allocated.

FMU in Biak Shaping Up the Basic Concept of Forests Development Partnership


The establishment of Eco-Tourism Management Body in Sebse – Village of Eastern Biak, Papua Province of Indonesia has shown how FMU in Biak gradually developed a good pathway on creating partnership scheme with customary community whose claim the rights over land, forests and resource inside the FMU designated areas. Founding of partnership scheme is an effort to acknowledging the specific Papua natural resources management problem in the appropriately positioning community rights in the official natural resources governance.

Making forests benefit to people and government within good governance are the main objective of the FMU Biak establishment. “Through KPH, I have vision to turn the current public paradigm that forests governance in Indonesia are far from good because it full of conflict, not sustainable, lack of community participation and lack of contribution to local economic development.” said Mr. Ariestoteles Ap – the Head of Forests Management Unit (KPHL) Biak Numfor on his welcoming words to the NORAD and Samdhana team visited KPH on January 2016. Holding the responsibilities to manage 206,016 ha of forests in Biak and Numfor Island he acknowledged that community are the main actors since customary right claim are strong in the islands.  

Eco-Tourism management body in Sebse with assisting by FMU and MNUKWAR (local Ngo based in Manokwari) will working on technical, social, business and legal components on managing the potency in the east coast of the Biak Island. From the full forests inventory that the FMU and Papua State University did in 2015, it’s found that this region is the home of 18 species of birds - 3 of which are the endemic paradise bird, 114 species of plants from 43 order, 10 different orchids and 8 mammals. The forest has also preserve the water and in harmony with karts stone creates beautiful lake “Opersnondi” that has high value for eco-tourism. Community and government on the Inauguration ceremony of the eco-tourism management body are welcoming this initiative and commits to move forward with concrete social-business concept/action of eco-tourism development.

Sharpening the partnership concept of legal management of eco-tourism within FMU has been putting as the priority intervention. Testing effective institutional development and professional community based business development that enable the creation of good benefit sharing mechanism are another big output that the supports in Sebse targeted by Biak FMU and MNUKWAR. Andi Saragih, the Director of MNUKWAR realized that this is just the beginning and there are a lot of challenges are waiting to be dealing to achieve what been built. Making sure that the communities are actively engage and lead the managerial activities until control and running the business are the attention that MNUKWAR is putting. Because he acknowledges that the pure partnership concepts of forests development partnership will working then the community are ready to engage and lead the process. But he believes that FMU and the community in Sebse has on track to get it. Emphasize this, the head of FMU noted that the works in Sebse are valuable for them to implement the long term management plan they have within an appropriate local partnership approaches.

IPs Rights Integrated into Government Decentralized Forest Management Units (KPH)

Papua forest management is threatened by weak tenure, lack of genuine participation and minimum benefits to Papuan indigenous peoples. Respond to this problems since 2013 Samdhana bridged partnerships with Forests Management Unit (KPH) Biak Numfor Papua, KLHK, Papua State University, Local NGO Rumsram and Mnukwar, Byak Customary Assembly and customary communities in Eastern Biak, and district and provincial governments to build trust and find common ground. The current long term forest management plan document, covering 206,016 ha area of KPH in Biak-Numfor integrates the role of IPs in local forest management. First five villages inside KPH are now sharing common sets of activities with KPH on rights clarification, mapping, organizational strengthening, and planning forest resources management options. 

Papua remains host to the largest contiguous forest areas in Indonesia estimated at 35million hectares, with potential for generating low emission development models. Additionally KLHK Forestry Decree SK.481/Menhut-II/2009 approved designation of 56 units of KPH in Papua, covering 18,180,201 ha or 58.49 % of Papua forests reserves. Further, there is a need to develop culturally appropriate and decentralized forests management approaches that benefit local people to address the levels of poverty and conflict in Papua. Biak District in Papua has offered its KPH block for co-management, to address challenges of sustainable forest management, conflict, weak institutional arrangements and legal certainty for customary community rights and their legal participation in managing their forests resources. 

The KPH policy deals with the challenge of decentralized forests management schemes that improve the value of forests to the region and its people. National and provincial programs prioritized KPH, yet in 2013 stakeholder mapping assessment conducted by Samdhana Institute found that there are still big gap of knowledge, understanding and capacity at the local level to enhance the effective work of the KPH. Social issues have also emerged including lack of clarification of customary rights within the KPH, as well as the gaps in  local policy development to position and reinforce the role of KPHs in Papua. 

Provided technical assistance and training of KPH Unit in conduct of full forest inventory, participatory mapping, development of long-term forest management plan, FPIC and community organizing. KPH,Biak Numfor was awarded this year’s prize as one of the top three best protection KPH in Indonesia. Because of this project, the KPH in Biak has developed mechanisms of partnership between local government with customary communities to conduct forests resources management within their customary rights, and develop ecotourism options. Recently village key stakeholders inaugurated the Eastern Biak eco-tourism unit and worked with Korean Company to develop bamboo plantation industry where community participation is on of the key prerequisites.  KPH Biak-Numfor has now become a key reference of the Provincial Forestry Department and KLHK to develop a KPH in Papua.

KPH is a KLHK flagship, that is ready for implementation in forest areas for protection, conservation and concessions. It works best in state forest areas that is able to integrate customary rights based on MK 35. It therefore potentially provides space to enhance the participation of customary community to significantly enhance management of their forests. But the work in KPH Biak is exceptional because of there are good leadership qualities of the KPH head. He is also able to work with local NGOs and is committed and equipped with community facilitation skills, openness and has cultural understanding.  Lessons include: 
  • Good Leadership: A vision, commitment to local partnerships and strong leadership is crucial at the beginning of the KPH. Mainstreaming leadership programs and support systems in the KPH should be a priority including challenge funds or flexible systems of funding local participation, including mapping and organizational development of local stakeholders.  
  • Good technical knowhow: Provision of good technical, links with NGOs for good social and business capacity helps KPH and community organizations, and reduces long term dependency of outsider facilitators.
  • Good cultural understanding and flexibility to accommodate rights, mapping and other stakeholders interests;
  • Government support: ability to maximize legal, regulatory and programmatic instruments are available at district and provincial governments is very important

NORAD Team Visit Forests Management Unit in Biak Numfor


Biak January 15, “ Through KPH, I have vision to turn the current public paradigm that forests governance in Indonesia are far from good because it full of conflict, not sustainable, lack of community participation and lack of contribution to local economic development.” said Mr. Ariestoteles Ap – the Head of Forests Management Unit (KPHL) Biak Numfor on his welcoming words to the NORAD and Samdhana team. Holding the responsibilities to manage 206,016 ha of forests in Biak and Numfor Island he acknowledged that community are the main actors since customary right claim are strong in the islands.

Biak is one of the priority site of Samdhana intervention in Papua. The overall objective of projects is to creates the forests management integrative approaches that put in balance the needs of forests governance, economic business of forests resources, protection of indigenous people rights and poverty alleviation. Making this happen Samdhana is seeing Forests Management Unit (KPH) as legal platform and spaces to bring government, CSO/NGOs, customary community and privates sector in achieving the equitable forests value development. The works then been initiating since 2012/2013 started with stakeholder assessment and full forests inventory that become the bases for KPH in Biak to moves in technical and strategic partnership developing their long term management plan in participatory and comprehensive ways. KPH is now having a good relationship both with CSO/NGO in Biak and community in their concession areas. They also have a business commitment with the investor from Korea in developing the bamboo plantation for pellet and flooring industry in Biak.

The visit of NORAD and Norway Embassy Officer were to learned on what have been happening in Biak from The works of Samdhana with Partners and understand how the strategic position of forests management units in relation to customary rights issues. This was also part of regular projects visit to understand how their grantees and partners are working.

In addition to his shared about KPHL Biak, the head of KPHL Biak Numfor noted that the way how Samdhana is working with the partners are very much useful and enormously impacting the way of program KPH is doing and the core message KPH is conveying about the development of KPH based on customary rights recognition and protection. He also acknowledged the importance of Samdhana supports staff are contributing much in the KPH works and formulation of internal KPH implementation agenda. And highlighted the limitation that the government has in financing the implementation of field activities and more often delay as scheduled of distributing finance are realize in midyear. 

Joined in this meeting the program manager of Rumsram and the director of MNUKWAR who presented their works in this collaboration. MNUKWAR shared the works they been doing in build the model of eco-tourism in two villages in Eastern Biak, while RUMSRAM showed how their working in revitalizing cooperative and customary boundary mapping. Both RUMSRAM and MNUKWAR appreciated the support Samdhana is providing in Biak and support to build new model of Government – CSO and Community partnership to enhance the value of forests to the community and region. KPH also emphasized that they are lucky to have this partnership and looking forward to learn more from the works MNUKWAR and RUMSRAM are doing with the community.

The meetings then ended with tree planting in the arboretum. All quest include the executive director of Samdhana Institute involve on this planting. The arboretum is emerge as the initiative to build a collection garden for KPH. This is also part of KPH program on forests for education that will contributes to environmental curriculum in Biak.

Bahan Diskusi Awal; Apa Tantangan Pembangunan KPH di Papua ?

Ringkasan

Kebijakan desentaralisasi pengelolaan sumber hutan melalui skema KPH menjadi prioritas program kementerian Kehutanan RI. Inisiatif ini sendiri sebenarnya sebuah skema lama yang coba dimodifikasi dengan beberapa isu teknis, sosial dan politis untuk menjawab permasalahan terkini pengelolaan hutan di tingkat tapak yang cukup kompleks. Harapan dan beban besar pun ditaruh di pundak KPH. KPH diharapkan mampu menjadi solusi pengelolaan hutan berkelanjutan dan bermanfaat sekaligus jembatan bagi kepentingan pusat dan daerah. KPH juga secara langsung ditantang untuk meningkatkan nilai manfaat hutan bagi semua aktor kehutanan di daerah dan memastikan bahwa pemerintah akan mendapatkan manfaat besar dari sumber daya hutan yang ada. 

Euforia desentralisasi pengelolaan hutan ini kemudian disambut baik oleh hampir semua provinsi berhutan di Indonesia, termasuk di Papua. Diskusi rancang bangun KPH pun dilakukan sejak tahun 2006 dengan target 76 KPH yang akan mengelola hampir 25 juta ha hutan produksid dan hutan lindung di Papua. 76 KPH ini secara spatial terdistribusi merata di semua landscape Daerah Aliran Sungai di Papua. Tentu tantangan besar menanti semua aktor untuk menjawab konsep yang sudah dibangun ini apakah akan berjalan sesuai dengan yang diharapkan atau tidak. 

Tulisan ini dibangun untuk menyajikan informasi tentang konsep pembangunan KPH di Papua, Rencana dan perkembangan implementasinya, tantangan yang dihadapi dan langkah-langkah strategis yang perlu diperhatikan dan dilakukan oleh KPH dan para pihak yang ikut mendukungnya. Tulisan ini saya kembangkan berdasarkan pengalaman Samdhana Institute mendukung persiapan implementasi KPHL Biak Numfor. Harapan saya tulisan ini bisa menjadi sebuah referensi berharga untuk KPH di Papua dan juga ditempat lain yang kompleksitas permasalahannya mirip dengan Papua. Kritik, saran, koreksi dan masukan sangat diharapkan untuk penyempurnaan tulisan ini?

Drone dan Pemetaan Wilayah Adat di Papua

Terobosan baru teknologi penginderaan jauh terus berkembang dewasa ini. Apabila pada tahun 1900 - 1970an penggunaan pesawat terbang adalah pilihat utama untuk aerial photograph atau foto udata, yang kemudian berkembang dengan refolusi teknologi satelite atau satellite image yang muncul tahun 1970an dan masih terus berkembang sampai sekarang, kini muncul lagi teknologi baru yaitu drone atau pesawat tanpa awak. Oleh beberapa pihak Drone dinilai mampu menjawab kebutuhan data spatial beresolusi tinggi secara real time dan kapan saja dibutuhkan.

Tentunya perkembangan ini menjeadi info bahagia bagi penggiat pemetaan partisipatis seperti Samdhana Institute, JKPP, AMAN dan Kolega untuk mempercepat target-target pemetaan wilayah adat di Indonesia. Apabila sebelumnya untuk mengadakan citra satelite dengan resolusi spatial yang tinggi membutuhkan nilai uang yang besar dengan drone dinilai mampu menjawab kegalauan tersebut. Rasa penasaran ini kemudian coba untuk diuji di Biak. Samdhana Institute memfasilitasi 3 penggiat dan pengembang drone rakyat yaitu Irendra Rajdwali (Radja), Aries Sugiri (Aris) dan Arif untuk membawa Drone yang dikembangkan untuk di ujicobakan. Wilayah Baik dipilih karena kebetulan menjadi site prioritas intervensi Samdhana untuk kegiatan 'pengelolaan hutan bersama masyarakat adat didalam ruang lingkup KPH'. Kegiatan uji coba pun dilaksanakan di beberapa titik yaitu halaman hotel Asana - Biak, depan Kantor KPHL Biak Numfor dan Kampung Makmakerbo - District Biak Timur.

Misi menerbangkan Drone tidak berjalan mulus, karena selain kesalahan Aries mengatur setting auto/manual di telemetri control drone yang menyebabkan drone terbang dan tidak kembali juga ada faktor alam yang mengganggu stablitas drone di wilayah biak Timur - di indikasi karena gangguan medan magnet. Tetapi beberapa photo dan video yang direkam dan diskusi yang dibangun dengan semua tim Samdhana dan mitra KPHL Biak Numfor, banyak catatan penting yang mnejadi perhatian dan refleksi untuk memutuskan bagaimana langkah yang tepat menggunakan drone untuk menjawab kebutuhan percepatan pemetaan wilayah adat di Papua?

Catatan berikut merupakan catatan awal yang coba saya kembangkan pasca test drone di Baik pada bulan Juni 2014. Selain berdasarkan pengamatan dan penilaian dari alat yang diterbangan, catatan ini juga saya kembangkan berdasarkan diskusi dengan semua teman-teman penggiat drone termasuk Martin Hardiono yang selama ini aktif mendukung kerja-kerja pemetaan wilayah adat yang didanai Samdhana Institute di Papua

"Dengan kemampuan terbang, kapasitas alat dan kemampuan merekam yang ada, tentu Drone sangat membantu pekerjaan pemetaan, tetapi bukan menjadi jawaban untuk menyelesaikan pekerjaan pemetaan secara keseluruhan. Khusus untuk Papua dengen wilayah adat yang luas, topografi yang cukup berat batasan penggunaan drone perlu dipertimbangkan". 

Kutipan diatas adalah satu kalimat yang coba saya formulasikan setelah melihat, berdiskusi dan mengenal awal Drone ini. Tentu pikiran diatas muncul karena mencoba untuk melihat jauh keunggulan dan kelemahan drone berdasarkan perkembangan saat ini. 

Keunggulan penggunaan drone:
  • Resolusi spasial yang baik, perekaman object yang jelas. Dan kemampuan menampilkan object dalam bentuk 3D. 
  • Pengaturan tinggi terbang bisa disesuaikan berbasis kebutuhan pengguna untuk kejelasan perekaman objeknya
  • Gambar spatial yang dihasilkan diperoleh tanpa harus ada koneksi internet untuk mendownload data dan informasi citra slave dari services provider yang ada atau melalui proses pemesanaan dengan biaya yang kenakan per unit luas tertentu.
  • Data spatialnya bisa dioleh secara cepat setelah aplikasi terbang dilakukan. Dan juga compatible apabila di kelola dengan softfare-software GIS.
Kelemahan penggunaan drone:
  • Jangkauan terbang yang terbatas dengan coverage area yang juga terbatas mengikuti kemampuan pesawat. Dalam kasus Biak, Radja cs menyampaikan bahwa beberapa drone yang sedang dirakit optimal coverage-nya adalah 500 - 1000 ha dalam 1 misi 3 - 4 hari. 
  • Keterbatasan pesawat dan teknis. Saat ini memang faktor alat dan tenaga masih menjadi kendala. Setidaknya butuh uang sekitar 15 - 20 juta rupiah untuk mengembangkan drone rakyat dan semua onderdilnya. 
  • Stabilitas, akurasi geografis dan pengaruh alam. Pada beberapa lokasi drone mengalami keterbatasan karena tidak secara akurat merekam lokasi, atau mengalami gagal baca GPS karena faktor medan magnet dll. 
  • Batery yang terbatas, max 1 jam terbang. Artinya untuk satu hari kerja butuh cadangan baterai yang banyak untuk mengantisipasi terbatasnya stock ditengah kebuuthan pekerjaan yang besar. 
  • Resiko kehilangan alat tinggi baik akibat faktor alam maupun kesalahan manusia. 

Dengan keunggulan dan kelemahan ini, saya melihat bahwa dalam konteks kebutuhan pekerjaan pemetaan wilayah adat yang didorong Samdhana Institute dan mitra saat ini, drone akan sangat membantu pada: 
  • Apabila kebutuhan data spasial/foto udara untuk cakupan wilayah kerja untuk pengelolaan hutan oleh masyarakat tentu peran drone sangat membantu --> Kasus seperti IUPHHK-MHA dalam wilayah KPH misalnya akan terbantu dengan dron. Kombinasi antara foto drone dengan transek lokasi/ground check untuk estimasi potensi hutan sampai rencana pemanenan. Rencana pembangunan kampung dengan jangkauan luas sampai 100 ha.
  • Apabila kebutuhannya untuk pekerjaan pemetaan wilayah adat yang luas (contoh Sorong dan Merauke), kombinasi antara Drone, citra satelite dan ground check bisa di optimalkan. Disini drone di Pakai secara terbatas untuk merekam gambar kampung, tempat-tempat penting bagi masyarakat, ruang-ruang sengketa dan lokasi-lokasi yang menjadi perhatian khusus masyarakat adat ketika memfasilitasi pekerjaan pemetaan wilayah adat. 
Sekalipun begitu, saya kira Drone harus dioptimalkan sebagai satu terobasan baru dalam pemetaan wilayah adat dan ruang kelola masyarakat adat. Hanya saja sama seperti kerja-kerja inderaja dan GIS lainnya beberapa tantangan yang harus dijawab diawal antara lain: 
  • Mempersiapkan kapasitas-kapasitas yang siap dan komitmen untuk bekerja dilapangan. Teknologi yang ada secanggih apapun dikembangkan, tetapi jika tidak ada orang yang siap mengerjakannya yang tetap saja tidak berguna
  • Kesalahan yang terjadi dimana Drone hilang di Biak pada saat testing di kantor KPHL Kamis 05 Juni 2014 adalah karena ketidakhati-hatian dalam prosedur operasional sebelum pesawat di terbangkan. Sehingga mempersiapkan orang-orang yang secara baik memahami prosedur dan teliti dalam mengoperasionalisasikan alat
  • Proses pengolahan data untuk memasukan data attribute didalamnya tetap mengikuti tahap-tahapan digitasi dan pengolahan data sebagaimana dilakukan di software-software fotogrametri yang ada. Sehingga membutuhkan kapasitas teknis yang cukup
